4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
8:45 a.m. on June 20, 2011. Mayor Pro Tem Roland Nash presided. Councilmembers
present were: Charles Starnes District 1, Cathy Waggoner- District 2, David Garcia
District 3, V. O. Ortega- District 4, Ron Trusler- District 5, and Wendell Dunlap- District 6.
Mayor John C. Anderson was granted an excused absence.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant
City Manager, Mike Gilliland- Director of Public Works, and Belinda Hinojosa -City
Secretary.

Greg Ingham, City Manager presented for consideration on first reading Ordinance No. 11-
3554, an Ordinance of the City Council of the City of Plainview, Texas, Approving an
Agreement With the Texas Department of Transportation (TxDOT) For Reconstruction
And Development Of U.S. 70 From 790 Feet West of Westridge Road to Milwee Street;
Declaring That Such Agreement is for a Public Purpose; Agreeing to a Maximum of
Two Hundred Ninety -Eight Thousand and Five Hundred Fifty -Three and 96/100 Dollars
($298,553.96) as the City Contribution Toward the Project; Designating An Authorized
Official And Authorizing Such Official To Execute All Necessary Documents;
Severability Clause; Cumulativeness Clause; Conflicts Clause; Effective Date; And
Providing For Publication And Enforcement Of Such Ordinance.
City staff has been working with the Texas Department of Transportation (TxDOT) on
an agreement under which they would do some paving work on City streets where they
attach to and are impacted by the reconstruction of U.S. Highway 70. This has been a
common practice since it makes sense to use the State's paving contractor for this type
of work since they are already there and working in those intersections rather than the
city contracting with a separate contractor to come in at a separate time to do the work,
which further disrupts the traffic patterns. In the past these agreements were almost
automatic in terms of approval, but there have been same changes made in Austin and
they are telling the City we need to get signed agreements in Austin by June 30, 2011.
The City Council approved up to $350,000 in the 2010 -2011 Budget to be used for
these types of expenses related to the reconstruction of U.S. 70 and the City will be
paying for all the work we are asking to be done that is covered in these agreements.
The projected cost of those improvements is $298,553.96 for paving work.
Mayor Pro Tem Nash asked for public comment. There was no public comment.
Councilmember Trusler moved to approve Ordinance No. 11 -3554 on first reading. The
motion was duly seconded by Councilmember Starnes and carried by unanimous vote.

11 -3555, an Ordinance of the City Council of the City of Plainview, Texas, Approving
an Agreement with the Texas Department Of Transportation (TxDOT) for
Reconstruction and Development, Including Installation of an Emergency Pre -Empt
Signal on SH 194 (Quincy Street); Declaring that such Agreement is for a Public

Purpose; Agreeing to a Maximum of Fifteen Thousand and Seven Hundred Forty -Seven
and 50/100 Dollars ($15,747.50) as the City Contribution Toward the Project;
Designating an Authorized Official and Authorizing Such Official to Execute all
Necessary Documents; Severability Clause; Cumulativeness Clause; Conflicts Clause;
Effective Date; and Providing for Publication and Enforcement of Such Ordinance.
An opportunity has arisen to take part of the traffic signal equipment that will be
removed from Ash and U.S. Highway 70 and install that equipment as an Emergency
Vehicle Pre -empt signal at the Fire Station located at 911 Quincy (State Highway 194).
This traffic control signal will stop traffic on Quincy (SH 194) when emergency vehicles
are leaving or backing back into the Station. The City's cost to the State for this project
is projected to be $15,747.50. We expect that the City will incur another $6,000 or so
for this project. The funds for this work are budgeted in the Street Improvement Fund
and staff recommends approval of this agreement.
Mayor Pro Tem Nash asked for public comment. There was no public comment.
Councilmember Starnes moved to approve Ordinance No. 11 -3555 on first reading.
The motion was duly seconded by Councilmember Trusler and carried by unanimous
vote.
There being no further business, Mayor Pro Tem Nash adjourned the meeting at 11:27
a.m.
