The City Council met on July 21, 2011, at the Plainview Convention Center, 2902 West
4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
11:28 a.m. on July 18, 2011. Mayor John C. Anderson presided. Councilmembers
present were: Cathy Waggoner- District 2, David Garcia District 3, V. O. Ortega- District
4, Wendell Dunlap- District 6 and Roland Nash District 7. Councilmembers Charles
Starnes and Ron Trusler were granted excused absences.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant
City Manager, Mike Gilliland- Director of Public Works, Sarianne Beversdorf- Director of
Finance, William Mull Police Chief, Daniel Born Information Technology Specialist, and
Belinda Hinojosa -City Secretary.

Mayor John C. Anderson led in the Invocation.
Councilmembers Charles Starnes and Ron Trusler were granted excused absences.
Sarianne Beversdorf, Director of Finance presented the Quarterly Investment Report for
the period from April 1, 2011 through June 30, 2011. The beginning book value on
demand deposits is $23,378,676 and the ending book value is $23,355,907 with interest
earned this period being $13,916. The beginning book value for Investments is
$18,985,088 and the ending book value is $19,033,635 with interest earned this period
of $28,888.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Dunlap moved to accept the report. The motion was duly seconded by
Councilmember Nash and carried by unanimous vote.
Mr. Ingham, City Manager presented for consideration Resolution R11 -248, a
Resolution appointing member to the Canadian River Municipal Water Authority.
Norman Wright's term expires at the end of this month. He has agreed to serve another
term.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Ortega moved to approve Resolution R11 -248. The motion was duly
seconded by Councilmember Garcia and carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of July 26,
2011.
There being no further business, Mayor Anderson adjourned the meeting at 12:00 p.m.

The Plainview City Council met on July 26, 2011 at 6:30 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 2:30 p.m. on July 22, 2011. Mayor John C. Anderson
presided. Councilmembers present were: Cathy Waggoner- District 2, David Garcia
District 3, V. O. Ortega- District 4, Ron Trusler- District 5, Wendell Dunlap- District 6 and
Roland Nash District 7. Councilmember Charles Starnes was absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Will Mull
Police Chief, Rusty Powers -Fire Chief, Eric Turner -Main Street/CVB Coordinator, Daniel
Born Information Technology Specialist, Katherine Egger, Deputy City Secretary and
Belinda Hinojosa -City Secretary.

Mayor Anderson moved to go into closed session to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer
or employee, or to hear a complaint or charge against an officer or employee. [Tex.
Gov't. Code, Section 551.074]. Appointments to the following boards and commissions:
Redistricting Commission. The motion was duly seconded by Councilmember Trusler
and carried by unanimous vote.
Mayor Anderson recessed the meeting at 6:32 p.m.
Mayor Anderson called the meeting back in open session at 6:34 p.m.
Councilmember Ortega moved to appoint Ruben Ramirez and Norma Torres to the
Redistricting Commission. The motion was duly seconded by Councilmember
Waggoner and carried by unanimous vote.
Mayor Anderson recessed the meeting at 6:35 p.m.
Mayor Anderson called the meeting back in open session at 7:00 p.m.
Councilmember V. O. Ortega delivered the invocation and led in the Pledge of
Allegiance.
Councilmember Dunlap moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Garcia and carried by unanimous vote. Items approved
on the consent calendar included the granting of an excused absence to
Councilmember Starnes and the approval of the financial reports.
Mayor Anderson presented for consideration on second reading Ordinance No. 11-
3556, an Ordinance of the City Council of the City of Plainview, Texas Adopting
Shortened Time Frames Pursuant to the City of Plainview Charter for use in the
Redistricting 2011 Process; Providing an Effective Date; and Providing for Publication.

26 approval of the minutes of June 28, 2011. Since this was the second of two readings,
the Council chose to forego staff briefing and asked for public comment. There was no
public comment.
Councilmember Trusler moved to adopt Ordinance No. 11 -3556 on second reading.
The motion was duly seconded by Councilmember Nash and carried by unanimous
vote.
Mayor Anderson presented or consideration on second reading Ordinance No. 11 -3557,
an Ordinance of the City Council of the City of Plainview, Texas Adopting Criteria for
Use in the Redistricting 2011 Process; Providing an Effective Date; and Providing for
Publication. Since this was the second of two readings, the Council chose to forego the
staff briefing and asked for public comment. There was no public comment.
Councilmember Waggoner moved to adopt Ordinance No. 11 -3557 on second reading.
The motion was duly seconded by Councilmember Trusler and carried by unanimous
vote.
Mayor Anderson presented for consideration on second reading Ordinance No. 11-
3558, an Ordinance of the City Council of the City of Plainview, Texas Establishing
Guidelines for Person Submitting Comments and Specific Redistricting Proposals;
Providing an Effective Date; and Providing for Publication. Since this was the second of
two readings, the Council chose to forego staff briefing and asked for public comment.
There was no public comment.
Councilmember Ortega moved to adopt Ordinance No. 11 -3558 on second reading.
The motion was duly seconded by Councilmember Dunlap and carried by unanimous
vote.
Councilmember Trusler moved to recess the City Council meeting to allow the
Redistricting Commission to conduct their meeting. The motion was duly seconded by
Councilmember Waggoner and carried by unanimous vote.
Mayor Anderson recessed the meeting at 7:10 p.m.
Mayor Anderson called the meeting back in open session at 8:30 p.m. and adjourned
the meeting.
