The City Council met on September 5, 2002 at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was
posted in City Hall at 11:00 a.m. on September 2, 2002. Mayor Lloyd C. Woods
presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-
District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5,
Buddy McGehee-District 6 and Irene Favila-District 7.
Staff members present were: James P. Jeffers-City Manager, Elizabeth Regner-
Assistant City Manager, Dale Simpson-Director of Civil Service, Brice Clements-
Assistant Director of Public Works/Engineer, John Berry-Director of Public Works; Will
Mull-Police Chief; Wally Hatch-City Attorney, Jack Keller-Budget Manager, John Castro-
Director of Community Services, Gary Glass-Fire Chief and Belinda Hinojosa-City
Secretary.

John Bertsch delivered the Invocation.
The Council and staff then reviewed the agenda for the City Council meeting of
September 10, 2002.
Rusty Reese, Parks Superintendent advised the Council the High Plains Underground
Water Conservation District conducted a study of the Parks Watering System and
methods to determine the most effective means of conserving water on July 6, 1998.
Scott Orr, Agriculturalist with the High Plains Underground Water Conservation District
recommended to update the parks ,watering system to allow for night watering and to
apply specific amounts of water to turf areas on predetermined times.
Mr. Reese stated that out of the $44,000 budgeted for water, $12,800 is spent on meter
charges. He feels an increase in the watering budget would assist in improving the
appearance of the parks. The Council agreed to review the budget for watering.
There being no further bUsiness, the meeting was adjourned at 1:14 p.m.
