Oaths of Office: Arturo Ortiz was sworn in.
First item on the agenda: Approval of February 2002 minutes. John Bickel made motion to approve
the minutes and Charlene Jones seconded the motion. Motion carded 4-0.
Second item on the agenda: The request of Marvin Sistrunk for a variance of ten (10) feet of the
required thirty (30) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance
to constmct a 6' X 36' porch in a Single-family Residential (R-2) Zoning District, and being Block 2, Lot
14 S/2 15, Harris Malone Addition, Plainview, Hale County, Texas the same being 1010 Utica Street.
Marvin Sismmk is present. John Castro states that the existing house sits forty-eight (48) feet from the
curb. The first twenty-two (22) feet are Right of Way, which leaves twenty-six (26) feet back from the
property line. He needs a variance of ten (10) feet to be able to build the porch he has requested. There
were no comments received from the neighborhood. John Castro noted staff sees no reason not to grant
the variance. John Bickel inquired of Mr. Sistrunk how he was connecting the porch to the house. Mr.
Sistrunk stated he would be pouting a concrete slab and at the eave continue under the second story which
would be a continuance of the roof. Max Browning made motion to approve the variance on the basis of
no opposition to the porch and the request~'I~--only ten (10) feet, leaving plenty of room. Motion seconded
by John Bickel. Motion carded 5-0.
Third item on the agenda: The request of Micki Jasper for a variance of thirty (30) feet of the required
thirty (30) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to
construct a 10'7"' X 31'7" carport in a Single-family Residential (R-l) Zoning District, and being Block
9, Lot 17, Edgemere Addition, Plainview, Hale County, Texas the same being 2803 W. 21st Street. Micki
Jasper is present. John Castro stated there is a cut-away portion of the house that is four (4) feet seven (7)
inches. The house is (thirty-six) 36 feet from the front property line, and if you take the cut-away portion
off, the house is actually thirty-one feet seven inches from the property line. The first twelve (12) feet
are Right of Way. John Castro stated that a normal carport is about 12 X 20-24 feet, unlike the proposed
carport. He stated there is only one other carport in the neighborhood. There were 4 responses received,
all in favor of the carport. John Castro added that the only time a carport of this size has been approved in
the past was one that was sitting beside the house, not in extending into the fr~ont setback. He noted that
"staff is at odds with this" due to the size. John Bickel asked why does the carport need to be this size.
Micki Jasper replied that he has two vehicles. He added that if he had a doublewide carport, he would
have to remove a tree and move a lawn sprinkler. John Rickel stated that no one else along the block has
a carport, except for one and it is not the length of this proposed carport. Charlene Jones asked if the two
legs to the carport would be located near the sidewalk and Mr. Jasper informed her they would be located
approximately four feet toward the house from the sidewalk. Max Browning asked about the roof of the
carport's placement and John Castro said the eave of the carport couldn't go further than the posts. John
Bickel made motion to amend the request from thirty (30) feet to twenty-four (24) feet due to no other
carports of that length in the area. Charlene Jones seconded the motion. Motion carried 5-0.
Fourth item on the agenda: The request of Steven Reese for a variance of nineteen (19) feet six (6)
inches of the required twenty-five (25) foot front setback and four (4) feet of the required five (5) foot
side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 12' X 21'
carport in a Single-family Residential (R-2) Zoning District, and being Block 6, Lot 1, Highland
Addition, Plainview, Hale County, Texas the same being 1001 Houston Street. Steven Reese is present.
lohn Castro stated Mr. Reese's property is located on a comer and the house is twenty-six (26) feet six (6)
inches off the property line. He is actually forty-eight (48) feet from the curb and twenty-two (22) feet
are Right of Way. No responses were received from the neighborhood. John Bickel noticed very few
carports in this neighborhood. He asked how the carport would be connected to the house. Mr. Reese
said it would be painted to match the house with a peaked roof and slanted down the sides, located "right
up against the house" but not covering the window on the house. John Bickel made motion to approve
variance based on this being the only logical placement for the carport and the carport will match the
architecture of the house. Arturo Ortiz seconded the motion. Motion carried 5-0.
