OTHER GUEST PRESENT: Everett Parker & Spouse, Clinton Thrasher, Angelica Castillo
First item on the agenda: Approval of July 2001 minutes. Fred Willis made motion to accept minutes
as read and John Bickel seconded. Motion carried 5-0.
Second item on the agenda: Swearing in of new board members - none to be sworn in.
Third item on the agenda: The request of Everett "Jack" Parker for a variance of thirty-five (35)
feet of the required thirty-five (35) foot front setback and ten (10) feet of the required 10 foot side
setback as stated in Section 34 of the City of Plainview Zoning Ordinance to build a 21'X 20'
carport in a Single Family Residential (R-2) Zoning District, and being Lot 7, Block 1, Parkside
Addition, Plainview, Hale County, Texas and same being 200 SE 4th Street. Everett "Jack" Parker
is present to present his case. John Castro states that after careful measuring, the carport will cause
no interference with vision on the comer. There were three (3) responses received, all in favor of
the variance. Max Browning inquired if the entrance to the carport would be from Ash Street rather
than from 4th Street and yes was the reply, due to the high amount of traffic on 4th Street. John
Bickel inquired about the request of thirty-five (35) feet and John Castro explained Mr. Parker's
house is setting twenty-one (21) feet eight (8) inches from the front of the property line, but since
the setback there is thirty-five (35) feet due to it being on a major thoroughfare, there must be a
variance from the thirty-five (35) foot setback. If you were to grant Mr. Parker a twenty (20) foot
setback then in essence he is restricted to building ten (10) feet offhis property line. Max Browning
asked what materials would be used in the construction of the carport and Mr. Parker replied that
they have yet to decide what materials, but informed the Board whatever is used would compliment
the house since they take pride in the appearance of the property. Fred Willis made motion to
approve the variance request based on this being the only logical location for the carport and it will
not be a vision obstruction. Max Browning seconded the motion. Motion carried 5-0.
Fourth item on the agenda: The request of Angelica 'Castillo for a variance of nineteen feet (19)
feet of the required twenty-five (25) foot front setback as stated in Section 34 of the City of
Plainview Zoning Ordinance to build a 20'X 20' carport in a Single Family Residential (R-2)
Zoning District, and being Lot 28, Block 1, Titus Addition, Plainview, Hale County, Texas and
same being 705 W. 28th Street. Angelica Castillo is present to represent this case - she speaks no
English and John Castro will interpret for her. There were two (2) responses received, both in favor
of the variance. Fred Willis made motion to accept the variance request based on this being the
only logical location for the carport. Charlene Jones seconded the motion. Motion carded 5-0.
Fifth item on the agenda: The request of Clinton Thrasher on behalf of Wayne Price for a
variance of twenty-one feet (21) feet the required thirty (30) foot front setback as stated in
Section 34 of the City of Plainview Zoning Ordinance to build a 24'X 24' carport in a Single
Family Residential (R-l) Zoning District, and being Lot 20, Block 2, Day Addition, Plainview,
Hale County, Texas and same being 1518 Dallas Street. Clinton Thrasher is present to represent
[his case. There were four (4) responses received, all in favor of the variance. The Board wishes
to have it noted that this request is on behalf of Wayne Rice, not Wayne Price. Mr. Thrasher
states the carport is actually 24' X 24' not 20' X 20' as stated in the variance request. John
Castro explained that there is fifty-five (55) feet from the front of the curb to the front of the
house and the first twenty-two feet (22) feet of that is fight of way, leaving thirty-three (33) feet,
which is why the variance is requesting twenty-one (21) feet of the required thirty (30) foot
because there is already three (3) feet available for Mr. Rice to build upon. Max Browning
stated that the discrepancy is only in the size of the carport from 20' X 20' to actually a 24' X
24' carport and not in the amount of variance needed and John Castro affirmed this. Max
Browning made a motion to accept the variance of twenty-one feet to build a 24' X 24' carport
based on the only logical location for the carport and John Bickel seconded the motion. Motion
carded 5-0.
