BOARD MEMBERS PRESENT: Ray Jameson, John C. Bickel, Jennifer Wright, and
Fred Willis
STAFF MEMBERS PRESENT: John Castro, Director of Community Services and
Katy Seals, Community Development Secretary
OTHER GUEST PRESENT: Sylvia Silva and Mr. And Mrs. Herb Purdon
First item on the agenda: Approval of March 2001 minutes. Fred Willis made motion to
accept minutes as read and John Bickel seconded. Motion carried 4-0.
Second item on the agenda: BA//1375, the request of Sylvia Rodriguez Silva for a
variance of twenty-four (24) feet of the required twenty-five (25) foot front setback as
stated in Section 34 of the City of Plainview Zoning Ordinance to build a 14' X 30'
carport in a Single Family Residential (R-2) Zoning District, and being AB 904 PRE P
SMITH 50 X 475 TR 14 & 28 ofA.545 ACRES, Plainview, Hale County, Texas, and
same being 710 E. 3rd Street. There were two (2) in favor responses received and none in
opposition. John Castro stated the front of the house is setting twenty-seven (27) feet off
the back of the curb - the first twenty (20) feet of that is Right - of- Way so it only
leaves her seven (7) feet. The side of her house is setting twenty-four (24)feet from the
house next door but only nineteen (19) of those feet are her property. So they wanted to
build a carport that was fourteen (14) feet wide and the full length of the house. They are
going to line up the carport with the front of the house. Remember that the house is
seven (7) feet offthe property line, so why do they need six (6) more feet if they are
going to align the carport with the front of the house? They also have a porch that they
had taken off and they want to replace. They want to extend the porch out six (6) feet
which puts them one (1) foot off the front property line and this is the reason we asked
for the variance. John Castro also said he doesn't think the city will be widening the
street and staff does not have a problem with this variance request. John C. Bickel asked
what type of material would be used to construct the carport? Sylvia Silva replied they
would use metal pipe and aluminum and concrete. Fred Willis made motion to approve
variance and Jennifer Wright seconded the motion. Motion carded 4-0.
Third item on the agenda: BA #1376, the request of Herb J. Purdon for a variance of
twenty-four (24) feet of the required twenty-five (25) foot front setback as stated in
Section 34 ofthe City of Plainview Zoning Ordinance to build a 20' X 24' carport in a
Single Family Residence (R-2) Zoning District, and being Lot 4, Block 9, Unit 5, and
Thunderbird Addition, Plainview, Hale County, Texas, and same being 1417 W. 25th
Street. There were five (5) in favor responses received and none in opposition. John
Castro stated the carport right next door had already been approved. He went on to say
Mr. Purdon's house is thirty-seven (37) feet from the back ofthe curb ofwhich the first
four feet are right of way and the next twenty-five (25) feet are his lot and he is asking
for twenty-four (24) feet of variance. John C. Bickel asked Mr. Purdon if would line up
with the one next door to him and Mr. Purdon replied, "Pretty close." John C. Bickel
then asked what type of building material would be used and Mr. Purdon replied square
tubing for frame and metal roof.. Jennifer Wright made motion to grant the variance and
John C. Bickel seconded. Motion carded 4-0
