BOARD MEMBERS PRESENT: Ray Jameson, John C. Bickel, Jennifer Wright, and
Max Browning
STAFF MEMBERS PRESENT: John Castro, Director of Community Services, Audra
Ramos, Community Development Secretary
OTHER GUEST PRESENT:
First item on the agenda, approval of November 2000 minutes. John Bickel made motion
to accept minutes as read and Jennifer Wright seconded. Motion carried 4-0.
Second item on the agenda, BA case #1370, the request of Vaughn Hunter for a variance
of eighteen (18) feet of the required thirty-five (35) foot front setback and five (5) feet of
the required eight (8) foot side setback as stated in Section 34 of the City of Plainview
Zoning Ordinance to build a 15'6"X 12' carport in a Single Family Residential (R-l)
Zoning District, and being Lot 10, Block 3, Bains Addition, Plainview, Hale County,
Texas and same being 2308 West 11th Street. John Castro did state that Mr. Hunters
house is already 18 feet into the from setback. There were three (3) in favor responses
received. John Bickel asked who was going to do the work and Mr. Hunter responded
that he was going to hire someone to do the work because of health reasons and that it
was going to be built out of wood and a metal roof. John C. Bickel made motion to
approve the variance due to the lot size and pre-existing structure (house) and Max
Browning seconded. Motion carded 4-0.
Third item on the agenda, BA case #1371, the request of Richard H. DeLung for a variance
of twenty five (25) feet five (5) inches of the required twenty five (25) foot front setback
stated in Section 34 of the City of Plainview Zoning Ordinance to build a 20 X 12 carport in
a University (U), and being Lot S 15-5, 6, N5-7, Block 50, College Hill Addition, Plainview,
Hale County, Texas and same being 805 Travis Street. John Castro stated that Mr. DeLung
is already 1 foot 8 inches into the setback. He does not require any side setbacks. And there
is no requirements on the side setbacks since he is going to build it right over his drive way.
There were 0 responses received. Mr. DeLung stated that Tim Humphrey's were going to
do the work. John C. Bickel asked if there were any other carports in the area and Mr.
DeLung responded that there were a few. Mr. DeLung asked if there was a possibility to
extend out to the green line to make it larger and John Castro replied no because when he
asked for a setback and we go through the legal process of announcing how much of a
variance you have asked for then we basically announced that you are going to get a
variance of 21 feet 8 inches to out there. This board cannot grant you any more than that
legally to grant you any more we would have to go through the notification process again.
Max Browning made motion to approve the variance since it was the only logical place for
the proposed structure and certainly it will be well built and have plenty of room after
granting the variance, John C. Bickel seconded. Motion carded 4-0.
Fourth item on the agenda, BA case #1372, the request of Jose Grimaldo for a variance of
twenty (20) feet of the required twenty-five (25) foot front setback stated in Section 34 of
the City of Plainview 2~)ning Ordinance to build a 24 X 20 carport in a Single Family
Residential (R-2) Zoning District, and being Lot 21, Block 6, Unit 5, Thunderbird Addition,
Plainview, Hale County, Texas and same being 1418 W. 26th Street. Jotm Castro stated that
Mr. Grimaldo is building 20 feet into the front setback. There were 0 responses received.
Jennifer Wright asked who was going to build it and Mr. Grimaldo responded that him and
someone else planned on doing the work. And they are going to use sheet metal and metal.
John Bickel asked if there were other carports in the area and he replied yes, about two (2).
Jennifer Wright made motion to grant the variance given it was the most logical place for a
carport and Max Browning seconded. Motion carried 4-0.
