HomeMy WebLinkAbout11 1208 minThe City Council met on December 8, 2011, at the Plainview Convention Center, 2902 West 4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:20 a.m. on December 5, 2011. Mayor John C. Anderson presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner- District 2, V. O. Ortega- District 4, Wendell Dunlap- District 6 and Roland Nash - District 7. Councilmembers David Garcia - District 3 and Ron Trusler- District 5 were absent. Staff members present were: Greg Ingham -City Manager, Sarianne Beversdorf- Director of Finance, Rusty Powers -Fire Chief, Mike Gilliland- Director of Public Works, William Mull - Police Chief, Daniel Born - Information Technology Specialist, Arthur Wall - Streets Superintendent, Buster Perry- Landfill Superintendent, Jeffrey Snyder- Assistant City Manager, Delwin Derrick -Chief Building Official, Tim Crosswhite -Water Reclamation Superintendent and Belinda Hinojosa -City Secretary. News Media Present: Jessica Thornton, Plainview Herald Guests Present: Wally Chavez and Lonnie Burton Councilmember Waggoner led in the Invocation. Councilmembers Garcia and Trusler were granted an excused absence. Delwin Derrick, Chief Building Official presented for consideration on first reading, Ordinance No. 11 -3567, an Ordinance Amending The Zoning Map of the City of Plainview by Issuance of a Specific Use Permit To Operate A Place of Worship in a Residential (R -1) Zoning District, Said Parcel Being 2800 W. 11th Street of the Brandes Plv Addition, Block 1, Lots 1 -3, City of Plainview, Hale County, Texas; Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. This is the old 11 & Amarillo Church of Christ. There are 30 parking spaces. Three responses were received and all were in favor of the request. This will be used by Stonebridge Fellowship as a Church. Mayor Anderson asked for public comment. There was no public comment. Councilmember Waggoner asked if this wasn't designed to be a church. Mr. Derrick stated that after the 1989 zone code, it requires a specific use permit. Mrs. Waggoner also asked what the building is zoned right now. She was advised it is zoned commercial but still requires a specific use permit. Councilmember Starnes asked if the previous church had a specific use permit. He was advised no that the church would never come in. Mayor Anderson asked for a vote on the matter. The motion carried by unanimous vote. Councilmember Starnes left the meeting at 12:30 p.m. The Council and staff reviewed the agenda for the City Council meeting of December 13, 2011.
