Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 3:45 p.m. on January 20, 2012. Mayor John C. Anderson
presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner -
District 2, David Garcia - District 3, V. O. Ortega- District 4, Ron Trusler- District 5,
Wendell Dunlap- District 6 and Roland Nash - District 7.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Will Mull -
Police Chief, Rusty Powers -Fire Chief, Daniel Born - Information Technology Specialist,
Delwin Derrick -Chief Building Official, Eric Turner -Main Street/CVB Coordinator, and
Belinda Hinojosa -City Secretary.

Councilmember Wendell Dunlap delivered the invocation and led in the Pledge of
Allegiance
Councilmember Dunlap moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Trusler and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of January 10, 2012 and
January 19, 2012; and approval of the financial reports.
Greg Ingham, City Manager announced that Delwin Derrick, Chief Building Official has
accepted a position with the State Plumbing Board. He thanked him for his five years of
service.
Mr. Derrick presented for consideration on first reading Ordinance No. 12 -3569, an
Ordinance Amending the Zoning Map of the City of Plainview by Issuance of a Specific
Use Permit to Operate a Bowling Alley in a Commercial Retail (C -2) Zoning District,
Said Parcel Being 2002 North Quincy Street of the LAKESIDE PLV BLK 42 SW /PT
S /OF RR 221.7' on Quincy, City of Plainview, Hale County, Texas; Cumulativeness
Clause; Conflicts Clause; Severability Clause; and Effective Date. He stated this is
owned by Keith Billington and will be run by Mark Waters. The bowling alley is located
on North Quincy and Dimmitt Highway. There is sufficient parking and the building has
always been a bowling alley. They are applying because of the change in ownership.
This is required because of the change in zone code in 1989. Staff recommends
approval.
Mayor Anderson asked for public comment. There was no public comment.
Councilmember Trusler moved to adopt Ordinance No. 12 -3569 on first reading. The
motion was duly seconded by Councilmember Waggoner and carried by unanimous
vote.

There being no further business, Mayor Anderson adjourned the meeting at 7:08 p.m.
