A RESOLUTION OF THE CITY OF PLAINVIEW, TEXAS, AUTHORIZING
THE SUBMISSION OF A TEXAS HOME INVESTMENT PARTNERSHIPS
PROGRAM APPLICATION TO THE TEXAS DEPARTMENT OF
HOUSING AND COMMUNITY AFFAIRS FOR THE HOMEOWNER
REHABILITATION ASSISTANCE FUND TO BECOME A RESERVATION
PROGRAM PARTICIPANT; AND AUTHORIZING THE MAYOR TO ACT
AS THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S
PARTICIPATION IN THE HOME PROGRAM.
WHEREAS, the City Council of the City of Plainview desires to develop a viable
community, including decent housing and suitable living environments as well as
expanding economic opportunities, principally for persons of low income; and
WHEREAS, this program's public purpose consists of providing financial
assistance to specified households that are income qualified for the rehabilitation or
reconstruction of owner occupied substandard homes; and
WHEREAS, the focus of such program is to provide the safe, decent, and
sanitary housing for those substandard housing units by bringing them into compliance
with the Texas Minimum Construction Standards (TMCS) as well as all applicable local
codes and ordinances; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest of the citizens of Plainview to apply for funding under the 2011 Texas Home
Investment Partnerships Program through the Texas Department of Housing and
Community Affairs (TDHCA).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW THAT:
A Texas Home Investment Partnerships Program (HOME) application for the
Homeowner Rehabilitation Assistance Fund is hereby authorized to be filed on
behalf of the City with the Texas Department of Housing and Community Affairs.
The City's HOME application be placed in competition for funding under the
Homeowner Rehabilitation Assistance Fund.
This application is for $400,000.00 of grant project funds, $35,000.00 in
estimated soft costs, and $16,000.00 in administration funds to provide assistance to

a minimum of five (5) households to carry out housing rehabilitation /reconstruction
projects. In addition, the City plans to become a Reservation Program participant.
The City Council hereby designates Mayor John C. Anderson or his successor as
the City's authorized official. Mayor Anderson or his successor is authorized to
execute on behalf of the City of Plainview all necessary documents to apply for,
accept, reject, alter or terminate the grant on behalf of the City
The City of Plainview will provide Match support as required for the Reservation
Program Participant according to 10 TAC 53 after August 31, 2012. Any match
support will be provided through demolition costs, removal of debris, clearing sites,
permits and fees, and labor costs therein.
American State Bank will provide at least $80,000.00 in cash reserves to the City
to utilize, if necessary, during the HOME program disbursement process.
The public purpose is to submit an application for HOME funding to the Texas
Department of Housing and Community Affairs for rehabilitation /reconstruction of
low- income housing in the City of Plainview, Texas.
