HomeMy WebLinkAbout05.18.1998 BA MinutesBOARD OF ADJUSTMENT MINUTES 5-18-98 BOARD MEMBERS PRESENT: Betty Gonzales, Chairperson, Mary Ann Escamilla, Ray Jameson, John Bickel, Cesar Cervantez and Fred Willis. STAFF MEMBERS PRESENT: John Castro, Director of Community Development, and Sharla Rucker, Secretary of Community Development. First item on the agenda, approval of minutes. Ray Jameson made motion to accept minutes as read and Fred Willis seconded. Motion carried 6-0. Second item on the agenda is case #1300, the request of Vickie Glenn and Cheryl Bass for a variance of 12 feet of the required 15 foot setback to enlarge their building, located at 518 S. Broadway street. John Castro took the floor and explained to the board that the Planning and Zoning Board had already approved the zone change of this lot to a C-3 Zoning Area. Ms. Glenn and Ms. Bass are now asking for a 12 feet variance. Mr. Castro also stated that staff recommendations were in favor of Ms. Glenn's and Ms. Bass' request. All neighborhood responses were in favor of the requests. Vickie Glenn took the floor to answer questions. Ray Jameson made motion to grant the variance as requested and Fred Willis seconded. Motion carried 6- 0. Third item on the agenda is case #1301, the request of Roldolfo Cavazos for a variance to build a 12' x 20' carport at 1209 W. 23rd street. Variance needed for this request was 6" of the side setback and 17' of the front setback. John Castro took the floor and showed video to board of property in question and stated also that there were three responses and all were in favor. Mr. Castro also stated that staff recommendation was in favor of this variance. Ray Jameson made motion to grant the variance as requested and Mary Ann Escamilla seconded. Motion carded 6-0. Fourth item on the agenda is case #1302, the request of Robert Martinez to be allowed to install a garage door in his existing carport to make it a garage instead of a carport, at his residence at 210 SE 2nd street. Mr. Martinez needs a variance of 10 foot of the required 20 foot side setback. John Castro showed video to board and stated that all responses were in favor and that four were received. Mr. Castro also stated that staff recommendation was in favor of the request. Ray Jameson made motion to grant the variance as requested and Fred Willis seconded. Motion carded 6-0. Fifth item on the agenda is case #1303, the request of Rick Lucio to build a one car carport at his residence at 1306 Xenia street. Mr. Lucio needs 23 feet of the required 30 foot front setback. Mr. Castro took the floor and showed video and stated that there were four responses and all were in favor. Mr. Castro also stated that staff recommendation was for approval of this request. Fred Willis made motion to grant the variance as requested and Mary Ann Escamilla seconded. Motion carried 6-0. Sixth item on the agenda is case #1304, the request of Jerry Matlock for a variance to expand on a non-conforming use. Mr. Matlock wants to reconfigure the entryway to his house located at 2609 W. 7th street, and since it is non-conforming he cannot expand or alter any part of the structure without a variance. John Castro took the floor and showed video to board and stated that there were two responses that both were in favor of the request. Mr, Castro also stated that staff recommendations was for approval of this request. Mr. Matlock answered questions for the board. Ray Jameson made motion to grant the variance as requested and Mary Ann Escamilla seconded. Motion carried 6-0. Seventh item on the agenda is case #1305, the request of Rufino Juarez for a variance of 24 feet of the required front setback, to build a 24' X 24' carport at his address of 1106 Baltimore. Mr. Juarez lives in a Central Business District which allows for residential structures. Mr. Castro showed video to board and stated that here were no responses received. Mr. Castro also stated that staff recommendation was for approval of this variance. Fred Willis made motion to grant variance as requested and Mary Ann Escamilla seconded. Motion carried 6-0. Eighth item on the agenda is case #1306, the request of Walter Turkowski for a variance of 6 feet of the required 15 foot setback to allow for a wing addition up to within 15 foot of the lot line. Mr. Castro showed video to the board showing the irregularity of the lot and stated that there was one response in favor received. Terry Carter who is a neighbor to the Turowski's spoke up in favor also for their request. Mr. Castro also stated that the staff recommendation was for approval of this variance. Ray Jameson made motion to grant the variance as requested and Cesar Cervantez seconded. Motion carried 6-0. Ninth item on the agenda is case #1307, the request of Albert Landeros for a variance of 11 feet of the required 25 foot front setback, to build a 20' x 20' carport and his residence of 708 N. Milwaukee. Mr. Castro showed video to the board and stated that there were no responses from the neighborhood. Mr. Castro also stated that staff recommendation was for approval of this variance. Ray Jameson made motion to grant variance as requested and Mary Ann Escamilla seconded. Motion carried 6-0. Betty asked for any other business. None was brought forward. '~- q~.MEETING ADJ~ED.
