Monday, May 22, 1989
7:00 P.M. Presession, 7:30 P.M. Public Hearing, City Hall
The Board of Adjustment met in regular session for their May 22,
1989 meeting with Chairman Jack Burton presiding. Other members
present were Carolyn Warrick, Rebecca Escalante and Eddie Lopez.
Staff present were Mike McDonough, Director of Municipal Services
and David Blackburn, City Attorney.
Visitors present were Darlene Lunday, Emmit Lunday, Jr., Fred
Bechtold, Dale Ebeling, Charles Bechtold, Mr. & Mrs. Bob Coleman
and Mr. & Mrs. Roy Morrison.
B. A. CASE NO. 1072:
Request of Darlene Lunda¥ for a variance to continue to park a
mobile home for use as living quarters in a R-2 (Single-Family
Residential) Zoning DistriCt, being Lot 1, Block 61, Highland
Addition, and located at 801 W. 15th Street.
This item had been tabled from the April 24, 1989 meeting to
allow time to obtain a letter from a physician in regard to Mrs.
Lunday's mother's medical need for this variance. The Board
reviewed the information that had been provided at the previous
Board of Adjustment meeting which included letters from the
neighborhood in favor of the request, video of the area in
question and the years of previous variances that Mrs. Lunday had
been granted in regard to this need. The Board also received a
letter from Dr. Mary Bublis stating that Mrs. Lunday's mother,
Mrs. Sherman Cary was in need of constant care to remain an out
patient and that the Lunday family had been providing this for
several years and it was continued to be needed.
After the discussion, Becky Escalante moved, seconded by Carolyn
Warrick to grant the request to continue to park a mobile home
for use as living quarters for a period of one (1) year to be
used by immediate family only as a hardship did exist. The
motion carried unanimously.
B. A. CASE NO. 1073:
Request of Mrs. Willa Coleman for a variance to construct an open
carport in the required front and side yards in a R-1
(Single-Family Residential) Zoning District being Lot 5 & West
half of 6, Block 5, of High School Addition and located at 1904
W. 20th Street.

This item was tabled from the April 24, 1989 meeting. Mike
McDonough presented to the Board the information which was
presented at the previous meeting which included three (3)
letters of reply in favor of the request. He also presented a
change in the request as submitted by the Coleman's
representative. The new request shifted the carport so that it
would comply with side yard building setback lines and no
variance would be needed along the side property line. With the
new request the only variance that would be needed was a ten (10)
foot encroachment into the front yard. Fred Bechtold of Eb-Tex
Construction who is to erect the .carport if the variance is
granted explained how the carport had been shifted to meet the
objections of the neighbors of the property.
After reviewing the request Carolyn Warrick moved, seconded by
Becky Escalante to grant the request and to permit the open metal
carport to be erected to within twenty (20) foot of the front
property line. The motion carried unanimously.
B. A. CASE NO 1074:
Request of Lloyd M. Shedd for a variance to construct an open
carport in the required side yard in a R-1 (Single-Family
Residential) Zoning District being Lot 15, Block 4, Country Club
Addition and located at 306 Aileen.
Mike McDonough presented to the Board four (4) letters of reply
in favor of the request as well as videos of the areas in
question. Represent for the Shedd's, Mr. Fred Bechtold,
explained that a 20 x 20 carport was to be erected adjacent to
the Shedd residence. To allow an adequate room for the said
carport it would need to encroach two (2) feet into the side yard
and four and a half (4 1/2) feet into the front yard. Drawing of
the proposed open metal carport as well as information regarding
the type of carports Eb-Tex constructs were presented to the
Board.
After a discussion Carolyn Warrick moved, seconded by Eddie Lopez
to grant the request to construct an open metal carport which
would encroach two (2) feet into the side Yard and four and a
half (4 1/2) feet into the required front yard. The motion
carried unanimously.
With no other business pending Carolyn Warrick moved, seconded by
Eddie Lopez to adjourn the meeting. The motion was approved
unanimously and the meeting was adjourned at 7:30 P.M.
