Chambers of the Plainview City Hall at 901 Broadway. The Council had a reception for
the outgoing and incoming Council from 5:30 p.m. to 6:30 p.m. The agenda for this
meeting was posted in City Hall at 3:05 p.m. on May 18, 2012. Mayor John C.
Anderson presided with Mayor Wendell Dunlap presiding once Oath of Office was
administered. Councilmembers present were: Charles Starnes - District 1, Cathy
Waggoner- District 2, David Garcia - District 3, V. O. Ortega- District 4, Ron Trusler- District
5, Wendell Dunlap- District 6 and Roland Nash - District 7 and incoming Councilmembers
Shane Martinez- District 5, Lionel A. Garcia - District 6 and Eric Hastey- District 7.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Will Mull -
Police Chief, Rusty Powers -Fire Chief, Daniel Born - Information Technology Specialist,
Eric Turner -Main Street/CVB Coordinator and Belinda Hinojosa -City Secretary.

Mayor Anderson gave his remarks on serving on the City Council. He recognized the
outgoing first lady, Edna Anderson.
Mayor Anderson recognized Ron Trusler, outgoing District 5 Councilmember.
City Secretary Belinda Hinojosa administered the Oath of Office to Shane Martinez,
District 5 Councilmember.
Mayor Anderson recognized Wendell Dunlap, outgoing District 6 Councilmember.
City Secretary Belinda Hinojosa administered the Oath of Office to Lionel A. Garcia,
District 6 Councilmember.
Mayor Anderson recognized Roland Nash, outgoing District 7 Councilmember and
Mayor Pro Tem.

City Secretary Belinda Hinojosa administered the Oath of Office to Mayor Wendell
Dunlap.
Mayor Dunlap recognized outgoing Mayor John C. Anderson.
Mayor Dunlap presented his remarks as new Mayor.
There was a brief recess to allow time for those wishing to leave.
Mayor Dunlap presented for consideration the election of a Mayor Pro Tem.
Councilmember Ortega moved to elect Cathy Waggoner as Mayor Pro Tem. The
motion was duly seconded by Councilmember David Garcia. There was no public
comment or council comment. The motion carried by unanimous vote.
Councilmember Waggoner moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Starnes and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of May 8, 2012 and May
17, 2012 and approval of financial reports.
Greg Ingham, City Manager presented for consideration and to take necessary action
regarding Feasibility Study for Roller Coaster Museum. In April 2011, Jeff Novotny,
President of Larson International and representatives of the Board of Directors of the
National Roller Coaster Museum and Archives (NRCMA) organization met with the
Council to discuss the possibility of building a Roller Coaster Museum in Plainview,
Texas.
The National Roller Coaster Museum and Archives (NRCMA) is a 501 C3 Non - profit
organization dedicated to the protection and preservation of historic roller coasters and
amusement park artifacts and records. The NRCMA now owns property in Plainview,
they have built a building in Plainview to store items from around the country that would
be important parts of a future museum, and they have transported many roller coaster
related items, artifacts, and documents to this site in Plainview.
At that time the Council decided to work with the NRCMA to fund an initial feasibility
study to assess the potential of a Roller Coaster Museum being successful in Plainview,
Texas. A few months ago, Leisure and Recreation Concepts, Inc. (LARC) completed
the feasibility study. The feasibility study addresses many areas in great detail ranging
from the resident market, which are those living within a 150 mile market area of
Plainview, to the nature of the competition in the area, to the general type of facility that
would need to be built, and to projected operating costs and revenues. Based on this
analysis, LARC's general assessment is that "if built to high standards as planned,
developed as a family museum, adequately capitalized, and maintained and operated
by a professional operating group, the museum should be financially viable. If these
factors are combined with adequate resident and tourist market size, excellent location
and creative concepts, conditions will be advantageous for the development of this
project."
We feel it would be beneficial to get input on this potential project from a broader base
in the community and we believe we have an opportunity to do that. If we move this

potential project into the discussions we are initiating with the Comprehensive Planning
process it will give us the opportunity to gather additional input on this project.
Staff recommends that the potential development of a Roller Coaster Museum be
referred to the Comprehensive Planning Advisory Committee for their consideration and
input during the long -term planning process.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to refer to the Comprehensive Planning Advisory
Committee. The motion was duly seconded by Councilmember Lionel Garcia.
Councilmember Starnes stated that last summer two busloads visited the existing
facilities and he believes this has potential to have a positive impact for Plainview.
Mayor Dunlap asked for a vote. The motion carried by unanimous vote.
Jeffrey Snyder, Assistant City Manager presented for consideration and to take
necessary action regarding Plainview Community Skate Park. In December 2010, the
Vision Skate Park group made a presentation to the City Council for discussing the
possibility of constructing a skate park for the community. After some discussions the
City Council requested that the staff work with the group to develop a plan that would
include potential site location and design and cost estimates.
The City retained Spohn Ranch as a consultant to assist the City and the group in the
design and cost estimates for this project. The City and group agreed on a potential site
location and design and agreed we needed an 8,000 to 10,000 square foot park. There
were three possible site locations of Broadway Park, the Hike Bike Trail and Lloyd C.
Woods Park. It was agreed that the Lloyd C. Woods Park would fit most appropriately.
The design chosen was a plaza style skate park. The estimated cost is $317,000. Staff
and the Vision Skate Park Plainview Group recommend that the Council consider
including this as part of the discussions of the Comprehensive Planning Advisory
Committee so it can be prioritized as a potential project in the future.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Ortega moved to have the Community Skate Park be considered by the
Comprehensive Planning Advisory Committee. The motion was duly seconded by
Councilmember Starnes and carried by unanimous vote.
Councilmember Starnes moved to go into closed session to deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer
or employee, or to hear a complaint or charge against an officer or employee. [Tex.
Gov't. Code, Section 551.074]. Appointments to the
Comprehensive Planning Advisory Committee. The motion was duly seconded by
Councilmember Waggoner and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:35 p.m.
Mayor Dunlap called the meeting back in open session at 8:02 p.m.

Councilmember Starnes moved to appoint the following to the Comprehensive Planning
Advisory Committee: V. O. Ortega, Kenny Kernell, David Kopp, Gabriel Martinez,
Jessica Ocanas, Rita Sepeda and Jim Rathke. The motion was duly seconded by
Councilmember Waggoner and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 8:03 p.m.
