HomeMy WebLinkAbout12 0724 min122 The Plainview City Council met on July 24, 2012 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:15 p.m. on July 19, 2012. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner- District 2, V. O. Ortega- District 4, Shane Martinez- District 5, and Lionel Garcia - District 6. Councilmembers David Garcia - District 3 and Eric Hastey- District 7 were absent. Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City Manager, Mike Gilliland- Director of Public Works, Will Mull - Police Chief, Rusty Powers - Fire Chief, Sarianne Beversdorf- Director of Finance, Eric Turner -Main Street/CVB Coordinator, Daniel Born - Information Technology Specialist and Belinda Hinojosa -City Secretary. News Media Present: Jessica Thornton - Plainview Herald Guests Present: James Odom & Vince Scoggin Councilmember V. O. Ortega delivered the invocation and led in the pledge of allegiance. Councilmember Waggoner moved to adopt the consent calendar. The motion was duly seconded by Councilmember Lionel Garcia and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of July 10, 2012 and July 19, 2012; the granting of excused absences to Councilmembers David Garcia and Eric Hastey; and the approval of the financial reports. Mayor Dunlap presented for consideration on second reading, Ordinance No. 12 -3577, an Ordinance of the City of Plainview, Texas, Amending Section 12.12.048 of the Code of Ordinances to Prohibit the Parking, Stopping or Standing of any Motor Vehicle on a Portion of Ennis Street; Providing a Penalty; Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. James Odom of 3509 Kirchwood Drive stated that he believes that putting in a flashing light that can be turned on during events would work better than the crosswalk. Councilmember Ortega moved to adopt Ordinance No. 12 -3577 on first reading. The motion was duly seconded by Councilmember Starnes. Councilmember Starnes stated that Mr. Odom's suggestion was a pretty good suggestion and that this step was a preliminary step while the City looks at other options. We will continue to examine this safety issue as well as other safety issues throughout town. This will improve at least the visibility aspect of people leaving the venue. Councilmember Lionel Garcia added that he did not agree that the crosswalk would help. He asked when the study would be brought back before the Council. Mr. Ingham stated that the Council had requested traffic counts on school traffic and that could not be done until school started. Staff will analyze and aim at bringing back City Council Minutes July 24, 2012 Page 1 of 3 before end of October. Mayor Dunlap added that the City will also have a greater police presence at the YMCA. Councilmember Martinez stated it was his understanding that we would need to have the traffic count before changing the speed limit. Mr. Ingham stated that it would help and give us some guidance. Mayor Dunlap added there will be some signage going up. Chief Mull stated there would be some no parking signs: and a yield to pedestrian sign. He added that the police department would have greater presence and will monitor this system and see how effective it is. Mayor Dunlap asked for a vote on the matter. Mayor Dunlap, Councilmembers Starnes, Waggoner, Ortega, and Martinez voted "for" the motion. Councilmember Lionel Garcia voted "against" the motion. The motion carried. The Council decided not to go into closed session. Mr. Ingham presented for consideration to consider and take necessary action regarding nominations to the Board of Trustees of the Texas Municipal League Intergovernmental Risk Pool. The Texas Municipal League Intergovernmental Risk Pool was established in 1974 to provide Texas cities and other units of local government with a stable force of risk financing and loss prevention services at the lowest cost consistent with sound business practices. It provides workers compensation, a wide range of liability coverage and property coverages. There have been times over the history of Texas cities that you could not buy municipal insurance. The pool serves over 2,700 members and it has projected revenues of $179 million for the coming year. Over 96% of the more than 1,200 cities in Texas have some type of coverage thru the Texas Municipal League Intergovernmental Risk Pool, 92% of the 420 housing authorities have coverage, 68% of the 254 appraisal districts have coverage, 78% of over 200 council of governments have coverage through the program and nearly half of all water and public utilities districts have coverage thru the pool. In August, the members of the pool will be electing representatives to that board. Mr. Ingham has served on that board since 1989 and feels that the service provided by the risk pool is important to all the cities in Texas. He feels he can continue to be an asset to the board and would ask the council to consider nominating him for that position. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Starnes moved to nominate Greg Ingham as a member of the Texas Municipal League Intergovernmental Risk Pool Board of Directors Place 11. The motion was duly seconded by Councilmember Waggoner and carried by unanimous vote. Mayor Dunlap presented to consider and take necessary action regarding R12 -273, a Resolution appointing member to the Canadian River Municipal Water Authority. Mr. Glen Bickel has been member for a number of years and this Resolution appoints him as a member. Mayor Dunlap asked for public comment. There was no public comment. City Council Minutes July 24, 2012 Page 2 of 3 123 124 Councilmember Ortega moved to approve Resolution R12 -273 and approve the appointment of Glen Bickel to the Canadian River Municipal Water Authority Board. The motion was duly seconded by Councilmember Martinez and carried by unanimous vote.
