The Plainview City Council met on August 28, 2012 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:20 p.m. on August 24, 2012. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner -
District 2, David Garcia - District 3, V. 0. Ortega- District 4, Shane Martinez- District 5, and
Lionel Garcia - District 6. • Councilmember Eric Hastey- District 7 was absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Will Mull -
Police Chief, Rusty Powers -Fire Chief, Sarianne Beversdorf- Director of Finance, Eric
Turner -Main Street/CVB Coordinator, Daniel Born - Information Technology Specialist
and Belinda Hinojosa -City Secretary.

Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance.
Councilmember Ortega moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Lionel Garcia and carried by unanimous vote. Items
approved on the consent calendar included the approval of the minutes of August 14,
2012; and the granting of an excused absence to Councilmember Eric Hastey.
Mr. Greg Ingham, City Manager presented for consideration to authorize Mayor to
execute Contract and related documents for Composite Elevated Storage Tanks
Project. On June 26, 2012 the City Council awarded the bid for two new water towers
to the low bidder Landmark Structures in the amount of $3,182,000. One of these
towers will replace the Smythe water tower (at Smythe and 12 Street) and the other
will be located adjacent to the water treatment plant on 16 Street. This is an excellent
bid price and Mr. Ingham encouraged the Council to authorize the Mayor to execute
contract.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Ortega moved to authorize Mayor to execute Contract and related
documents for composite elevated storage tanks project. The motion was duly
seconded by Councilmember Waggoner.
Mayor Dunlap added that it is very important to improve infrastructure in our water
system. The cost between new tanks and repairing the old tank was not far apart. Four
tanks will be taken out of service.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Mr. Ingham presented for consideration and to take necessary action regarding Ballot
for Texas Municipal League Intergovernmental Risk Pool Board of Trustees Election for
Place 11, 12, 13 and 14.

The mission of the TML Intergovernmental Risk Pool is to provide Texas cities and
other units of local government with a stable source of risk financing and loss prevention
services at the lowest cost consistent with sound business practices. By pursuing these
goals together the members have built one of the largest local government risk pools in
the country. Over the years the Risk Pool has expanded its coverage lines to include
not only cities, but also local governmental entities such as appraisal districts, councils
of governments, housing authorities, water districts, and others to broaden our base.
Last year the Pool's Loss Prevention Staff presented on -site training to nearly 9,000
local government employees and officials; and on -line training to another 6,800
participants to help provide a safer work environment and to control losses. These
efforts, when combined with the Board's efforts to build a strong financial base have
enabled your Pool to assume additional risk to control operating costs; at the same time
return equity to our members sixteen times since 1993 totaling over $130,000,000; and
reduce rates for certain lines of coverage in ten of the years during that time frame.
Each Member of the Pool has the right to vote for Board of Trustee members. The
Council can vote for one candidate for each place. The following is a list of the
candidates on the ballot:

Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to cast ballot for incumbents for places 11, 12, 13 and
14. The motion was duly seconded by Councilmember Martinez. The motion carried by
unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:17 p.m.
