HomeMy WebLinkAbout02 1107 minThe City Council met on November 7, 2002 at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4t' Street, Plainview, Texas. The agenda for this meeting was
posted in City Hall at 11:00 a.m. on November 4, 2002. Mayor Lloyd C. Woods
presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-
District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5,
Buddy McGehee-District 6, and Irene Favila-District 7.
Staff members present :were: James P. Jeffers-City Manager, Elizabeth Regner-
Assistant City Manager, Dale Simpson-Director of Civil Service, John Berry-Director of
Public Works; Will Mull-Police Chief; Wally Hatch-City Attorney, John Castro-Director of
Community Services, Gary Glass-Fire Chief, Larry Gould-Code Enforcement Officer,
Rusty Reese-Parks Superintendent and Belinda Hinojosa-City Secretary.
News media representative present were: Richard Orr-Plainview Daily Herald
Guests present were: Ron Trusler, Mike Hutcherson and John Speck.
Councilmember McGehee delivered the Invocation.
The Council and staff reviewed the agenda for the City Council meeting of November
12, 2002.
Jim Jeffers, City Manager advised the Council that all information requested by
CommunitylD has been provided along with the $10,000 deposit. A report is expected
to be received within 30 days. He stated Brian Pohlmeier, Chamber of Commerce
President had deflected constructive criticism of the CommunitylD retail recruitment
program by noting that one business generating one million dollars in annual gross
sales would allow the City to recoup its investment in just four years. Among
businesses suggested to be recruited were a Schlotzsky's and a drugstore. Mr. Jeffers
stated it was not decided whether restaurants would be recruited.
The Council reviewed the Seth Ward Water Agreement. The $500 monthly fee to
continue to tie to City water was discussed and was agreed that said fee should remain
as is.
Jim Jeffers stated Plainview had been named as the lead agency for West Texas
Legislative Day. It will be on February 18, 2002 from 6:30 p.m. to 10:00 p.m. in Austin.
Councilmembers Favila and Shanes are on the steering committee.
There being no further business, the meeting was adjourned at 12:20 p.m.
