HomeMy WebLinkAbout02 1205 min122 The City Council met on December 5, 2002 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on December 2, 2002. Mayor Lloyd C. Woods presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, Buddy McGehee-District 6, and Irene Favila-District 7. Councilmembers absent were: John N. Bertsch-District 4 and Ross Owen-District 5. Staff members present were: James P. Jeffers-City Manager, Elizabeth Regner- Assistant City Manager, Dale Simpson-Director of Civil Service, Will MUll-Police Chief; Wally Hatch-City Attorney, John Castro-Director of Community Services, Brice Clements-Engineer and Assistant Director of Public Works, Jack Keller-Budget Manager, Carolyn Larsen-Fair Theatre Manager and Belinda Hinojosa-City Secretary. News media representative present were: Richard Orr-Plainview Daily Herald Guests present were: Brian Pohlmeier, Brian Thomas, Jim Ferrell, and Rollie Hyde Mayor Woods delivered the Invocation. Elizabeth Regner introduced Carolyn Larsen, the new Fair Theatre Manager. The Council and staff reviewed the agenda for the City Council meeting of December 10, 2002. City Manager Jim Jeffers presented information regarding NFPA (National Fire Protection Association) 1710. This rule states engine companies shall be staffed with a minimum four on-duty personnel. The City of Plainview Fire Department engine companies are currently staffed with two on-duty personnel. For the City of Plainview to meet NFPA recommendations, 27 firefighters would need to be hired. The cost to the City of Plainview for 27 firefighters is approximately $700,000. Brice Clements, Engineer and Assistant Director of Public Works presented a report on the water line replacement status. He stated the anticipated completion date would be January 2003 with the project currently 98% completed. The remaining portions to be completed are 600 feet of 14" line west of 1-27 between 13th & 16th Street, service connections in Section 14 and ctisconnect old lines and repair pavement in Sections 12, 13 and 14.
