HomeMy WebLinkAbout89-2783ELECTION -PRECINCT 2 ORDINANCE NO. 89-2783 AN ORDINANCE CALLING MUNICIPAL ELECTION;. DESIGNATING -PRECINCT. ELECTION OF A COUNCILI ELECTION. OFFICIALS; OFFICIALS; AND POSTING AND SETTING THE DATE FOR THE SPECIAL SETTING DATE FOR RUN-OFF ELECTION; AND POLLING. PLACE; DESIGNATING THE KEMBER FROM PRECINCT 2; APPOINTING SETTING HOURLY RATE FOR ELECTION NOTICE OF ELECTION. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS: Section 1: Election. In accordance with the statutes and laws of the State of Texas, and the Charter of the City of Plainview, an election shall be held in and for the City of Plainview on the first Saturday in May, 1989, the same being the sixth day of the month, and all persons qualified to .vote in said City under the Election Laws of the State of Texas shall be allowed to vote there. Said election shall be held in the polling place designated in Section 3 of this Ordinance, and shall be open from 7:00 a.m. to 7:00 p.m., and all electors shall vote in the voting precinct in which said voter resides, and the place provided far voting as designated in Section 3 of~this Ordinance. Section 2: .Run-off Election. That in event a run-off election is necessitated, said run-off election shall be held in and for the City of Plainview on the third Saturday in May, 1989, the. same being .the twentieth day of-May, 1989, as provided by the statutes and laws of .the State of Texas; and the Charter of the City of Plainview, Texas. .Section 3: Precinct and Polling Place. That said election shall be held in the designated precinct within the City and at the designated polling place within the precinct as designated by Section 9 of the Charter of the City of Plainview, Texas. Precinct 2: Hillcrest Elementary School 315 West Alpine 1 of 4 Voting Precinct Two {2) is described more fully as follows: BEGINNING at a point of intersection with the west line of Broadway Street -and the north line of West 7th Street and proceeding north along said west line of Broadway Street to a point of intersection with the south line of West 12th Street; THENCE west along said .south line of West 12th Street to a point of intersection with the west line of Austin Street; THENCE north along said west line of Austin Street to a point of intersection with the centerline of the Panhandle & Santa Fe Railroad right-of-way; THENCE northerly along the centerline of the Panhandle & Santa Fe Railroad right-of-way to a paint of intersection with a line extended east from the south line of West 16th Street; THENCE west. along said south line of West 16th Street to a paint of intersection with the west line of Haustan Street; THENCE north along said-west line of Houston Street to a point of intersection with the south line of West 26th Street; THENCE west along along said south line of West 26th Street to a point of intersection with the east line of Joliet Street; ~. _ THENCE south along-said east line of Joliet Street to a point of intersection with the south line of West 24th Street; THENCE :west ,along .said. south line of West 24th Street to a point of intersection with the east line of Kokomo Street; THENCE south along said east .line of Kokomo Street to a paint of intersection with .the south line of West 23rd Street; THENCE west along said south line of West. 23rd Street to a point of intersection with. the west line of Milwaukee Street; .THENCE. north along said west line of Milwaukee Street to a point of intersection with the south line. of West 24th Street; THENCE west along the south line of West 24th Street to a point of intersection with the east line of Oakland Street; THENCE south along said east line of Oakland Street to a point of intersection with the centerline of the Fort Worth & Denver Railroad right-of-way;. THENCE in a southeasterly direction along said centerline of the Fort Worth & Denver Railroad right-of-way to a point of intersection. with the south line of West 16th Street; 2 of 4 THENCE west along said south line of West 16th Street to a '~ point of intersectian with the east line of Portland Street; THENCE south along. said east line of Portland Street to a point of intersection with the north line of West 13th Street; THENCE east along said north line of West 13th Street to a paint of ntersectan with the east line of Joliet Street; THENCE-south along said east Line of Joliet Street to a point of intersection with the north line of West 10th Street; THENCE east along said north line of West. 10th Street to a paint of intersection with the east line of El Paso Street; -_ THENCE south along said east line of El Paso Street to a point of intersection with the north line. of West 8th Street; THENCE east along said north line of West 8th Street to a point of intersection ..with the east line of Denver Street; THENCE south along said east line of Denver Street to a point of intersection with the north line of West 7th Street; THENCE east-along said-north line of West 7th Street to a .point of intersectan with the west line of Broadway Street, the .POINT OF BEGINNING. Section 4: Councilmembers to be elected from precincts. That said election to be held on the first Saturday in May, 1989 the same being the sixth day of the manth, far the election of one Councilmember to serve on the City Council .for the City of Plainview, Texas as follows: 1. A Counclmember to .fill Precinct Two on the City Council of the City of Plainview as designated in Section 9 of the Charter of City of Plainview, Texas. .Section ~: Election ©fficial. Said election shall be conducted by the following presiding judge who is hereby appointed to hold said election. Precinct 2: J.J. Williamson J.J. Williamson and Mavis Williamson are hereby appointed as the election officials of Precinct 2. J.J. Williamson shall act as the presiding judge of Precinct 2, and Mavis Williamson is hereby appointed first alternate judge to act as presiding judge of Precinct 2 in the event that J.J. Williamson is for .any reason unable to serve as such presiding judge. J.J. Williamson is hereby appointed. as the Presiding Judge of the Absentee Ballot Board. 3 of 4 It is _further provided that the maximum number of clerks which shall be appointed to serve in said election, shall not be in excess of 3 persons for each precinct. Section 6: .Hourly Rate for Election Officials. It is further provided that the hourly rate for Presiding Election Judges .shall nat exceed $5.00 per hour, and. the hourly rate for Clerks shall not exceed $4.00 per hour.: The compensation for the delivering of electan records and unused election supplies shall not exceed an amount of $25.00. Section 7: Pasting Notice of Election. Notice of said election-shall be given by posting and by publication of a copy of this .ordinance.,. and at the. .top of which shall appear the words "Notice of Special Election". Thirty days previous .notice of .said election shall be given by posting a copy of this ordinance in three public places in said City. of Plainview, and in the .voting .precinct. Notice by publications shall also be made by publishing notice of said election in the Plainview Daily Herald, said publication not to be more .than thirty days nor less than ten days prior to the election. Section 8: Ordinance to Election Officials. A copy of this ordinance shall also be served upon the election official who has been designated to .hold the election. AHORA, POR CONSIGUIENTE, QUE SEA LA ORDEN DE EL CONCILIO DE LA CUIDAD DE PLAINVIEW, TEJAS: Seccion 1: Eleccion. En acuerdo con estatutos y leyes del Estada de Tejas, y la Carta Constitutional de la Cuidad de Plainview,. una election tomara lugar en y pare la Cuidad de Plainview el primer Sabado en Mayo, 1989, to mismo siendo el die sei~ de el mes, y todas personas qualificadas pare voter en tal Cuidad'debajo las Leyes de la Eleccion de e1 Estado De Tejas seran autorizadas pare voter. Tal Eleccion tomara lugar en los sitios de election designados en Seccion 3 de esta Ordenanza, y estaran abriertos de las 7:aa de la manana, haste las 7:Oa de la tarde, y todos los electores votaran en los districtos en el lugar de su residencia, y el lugar en donde voter esta designado en Section 3 de esta Ordenanza. Seccion 2: Eleccion en caso de Empate. En caso que se necesite una Eleccion de Empate, tal election de empate,tomara lugar en la Ciudad de Plainview el tercer Sabado en Mayo, 1989, to mismo siendo el die veinte de Mayo, 1989, Como esta provido en los estatutos y leyes del Estado de Tejas; y la Carta Constitutional de la Cuidad de Plainview, Tejas. Seccion 3: Districtos y,Sitos de Eleccion. Que tal election tomara Lugar en cede de Los districtos designadas entre la Cuidad y en cede sitio de election designado entre cede districto como ah sdo designado en Seccion 9 de la Carta Constitutional de la Cuidad de Plainview, Tejas. Section 5: Oficiales De Election. Tal election tomara Lugar y el sigente'jueze esta apuntado pars tener tal election. Dstricto Electoral 2: J.J. Williamson J.J. Williamson y Mavis Williamson son por este medio apuntados dstrito electorales de Distrito Electoral No. 2. J.J. Williamson funcionara como el Juez pars presidir sobre el Distrito 3 of 4 Electoral No. 2 'y Mavis .Williamson es por este media apuntada primer Juez Alterno a funconar comp e1 Juez Para presidir sobre e1 Distrito Electoral No. 2 en el evento que J.J. Williamson sera por cualquier razon ncapaz a servir coma Juez. J.J. Williamson es apuntado como Juez de la boletas ausentes. Se data noticia treinta Bias antes de eleccion por fijando una copia de esta ordenanza en ores lugares publicos en la. Cuidad de Plainview, y en el districto electoral. Noticia por publication se data tamben por publicando notices de tal eleccion en el Plainview Daily Herald, tal publication no puede estar mas que trienta dial ni menos que diez Bias antes de tal'eleccon. Section 8: Ordenanza Para Oficiales de Eleccion. Se data una. copia. de esta ordenanza a coda de los oficiales de eleccion que son designados pars tal election.
