HomeMy WebLinkAbout03 0109 min132 The City Council met on January 9, 2003 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on January 6, 2003. Mayor Lloyd C. Woods presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5, and Irene Favila-District 7. Councilmembers absent were: Buddy McGehee-District 6. Staff members present were: James P. Jeffers-City Manager, Elizabeth Regner- Assistant City Manager, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief; Wally Hatch-City Attorney, John Castro-Director of Community Services, Brice Clements-Engineer and Assistant Director of Public Works, and Belinda Hinojosa-City Secretary. Guests present were: Ron Trusler Councilmember Bertsch delivered the Invocation. Councilmember McGehee was granted an excused absence. The Council and staff reviewed the agenda for the City Council meeting of January 9, 2003. City Manager Jim Jeffers advised the Council that it was his recommendation that Carolyn Baker be nominated to the Civil Service Commission to replace Gary Garrison. Mr. Garrison does not live in Plainview full-time and therefore cannot serve on the Commission. Councilmember Owen agreed that Mrs. Baker was an excellent choice. Mr. Jeffers went over the application process for community entity funding. At the Council's strategic planning session it was discussed that the Hale County Senior Citizen Center be removed from the application process and the funding be a budgeted item such as the funding for the YMCA S.A.F.E. project. Councilmember Owen stated that senior citizens are a viable taxpaying entity of the City and should be taken care of as the youth of the City are taken care of through the S.A.F.E. program. Councilmember Owen moved that the Hale County Senior Citizens be asked to fill out an application packet with the required information for proper documentation of files and funding be included in the budget so as to not have to report at budget meetings. The motion was duly seconded by Councilmember Tipton. Mayor Woods, Councilmember Tipton, Pena, Owen and Favila voted "for" the motion and Councilmembers Shanes and Bertsch voted "against."
