HomeMy WebLinkAbout03 0123 minThe City Council met on January 23, 2003 at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on January 20, 2003. Mayor Lloyd C. Woods presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Staff members present were: James P. Jeffers-City Manager, John Berry-Director of Public Works, Dale Simpson-Director of Civil Service, Will Mull-Police Chief; Wally Hatch-City Attorney, John Castro-Director of Community Services, Brice Clements- Engineer and Assistant Director of Public Works, Gary Glass-Fire Chief, Jack Keller- Budget Manager and Belinda Hinojosa-City Secretary. Guests present were: Rey Rosas, Jim Ferrell, Brian Thomas, Kevin Carter, Rollie Hyde, Brian Pohlmeier and Randy Kaufman Councilmember Favila delivered the Invocation. Brian Thomas, CVB Director presented the quarterly report. He stated the CVB Committee would be meeting to discuss the three-year strategic plan and he hoped to have that information to the Council as soon as possible. Mr. Jim Ferrell advised the Council they were in the process of receiving bids for the audit; to date one bid had been received. Most of the auditors are busy right now and probably the earliest an audit could be performed would be May 1st. Councilmember McGehee requested the City acquire the amount of hotel tax paid from the Comptroller. John Berry, Director of Public Works presented a review of the water accountability program. He stated the City can account for 90% of the water used. The City has begun a meter replacement program of meters that over ten years old. City Manager Jim Jeffers presented information regarding the annexation of the airport property. He advised the City of Plainview is a home rule city and home rule cities have unilateral annexation authority. The City may annex up to 20% of its total land area or 1,695.23 acres. The proposed annexation tract contains 580.49 acres. It is projected the City would receive an additional $4,350.94 annually in property tax and would have an approximate annual cost for maintenance of the roads of $9,400. The airport currently pays ~% sales tax on new and used aircraft, fuel, oil and services to the County. If the airport property were annexed, businesses would be subject to an additional 1-%% sales tax to the City of Plainview. He stated the airport managers could lose some of their business in selling aircraft if the additional 1-½% were added. Mr. Jeffers advised annexation of the airport was last discussed ten to twelve years ago and the Council then felt it was a good idea to annex the property, but changed their minds when protestors showed up. Rey Rosas, former Councilmember stated his reason for annexation of the airport property was the City in the past five years has spent $50,000 to help the airport out. 135 City of Plainview Minutes January 23, 2003 Page I of 2 136 He asked, "What has the airport done for the City?" He stated it was time for the City to get its share of taxes. Councilmember McGehee stated that while Mr. Rosas' had a good point, the additional $4,300 to be collected would not offset the City's expenditures. He stated the airport is a benefit to the community and he views the dollars spent as an investment in economic development. Councilmember Owen moved the study of the airport annexation be stopped. The motion was duly seconded by Councilmember Tipton and carried unanimously. City Manager Jim Jeffers presented information on the Texas Department of Transportation Mobility Study. He stated the City asked for assistance on 24th Street. TxDOT is in the process of selecting a consulting engineer to do the mobility study. Among the items for consideration are 24th Street, US 70 - resynchronize traffic, Southwest 3rd and US 70 as a truck loop, and 1-27 relocation or addition of ramps. The study should be completed sometime this year.
