HomeMy WebLinkAbout13 0122 minThe Plainview City Council met on January 22, 2013 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:00 p.m. on January 18, 2013. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner -
District 2, David Garcia - District 3, V. O. Ortega- District 4, Shane Martinez - District 5, and
Lionel Garcia - District 6. Councilmember Eric Hastey- District 7 was absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Todd
Kennemer- Community Development Manager, Will Mull - Police Chief, Daniel Born -
Information Technology Specialist, Rusty Powers -Fire Chief and Belinda Hinojosa -City
Secretary.

Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance.
Mayor Dunlap introduced Zaca Wilson, Wayland student. He also welcomed Jamie
Crump, Silvia Zahn and Melinda Brown, Junior Service League members.
Mayor Pro Tem Waggoner moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Martinez and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of January 8, 2013 and
January 17, 2013; the granting of an excused absence to Councilmember Eric Hastey
and approval of the financial reports. Councilmember Lionel Garcia wanted to go on
record that the financial reports were received on the 17 and were reviewed at that
time. He did not want anyone to think they had not been looked at.
Mayor Dunlap presented for consideration on second reading Ordinance No. 13 -3589,
an ordinance annexing the hereinafter described territory (5205 N. IH 27) to the City of
Plainview, Hale County, Texas, and extending the boundary limits of said City so as to
include said hereinafter described property within said city limits, and granting to all the
inhabitants of said property all the rights and privileges of other citizens and binding said
inhabitants by all of the acts, ordinances, resolutions, and regulations of said City;
adopting a Municipal Services Plan; cumulativeness clause, conflicts clause,
severability clause, and effective date. Since this was the second of two readings, the
Council chose to forego the staff briefing and asked for public comment. There was no
public comment.
Councilmember Ortega moved to adopt Ordinance No. 12 -3589 on second reading.
The motion was duly seconded by Councilmember Starnes and carried by unanimous
vote.
Mr. Buster Perry, Landfill Superintendent presented for consideration the Award of bids
for conventional cab and chassis with a 33 cubic yard side - loading packer body. Three
bids were received as follows:
1) Lubbock Truck Sales, Lubbock, Texas in the amount of $158,635.00;
2) Southwestern Equipment Company, Justin, Texas in the amount of $156,200.00;
and

176 3) Roberts Truck Center, Lubbock, Texas in the amount of $162,669.55.
Although, Southwestern Equipment Company was the lowest bidder, they did not meet
specifications because they bid a demo truck. Mr. Perry recommended the Council
award the bid to Lubbock Truck Sales in the amount of $158,635.00.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to award the bid to Lubbock Truck Sales in the amount
of $158,635.00. The motion was duly seconded by Councilmember David Garcia.
Councilmember Lionel Garcia asked where the $170,000 was budgeted. He was
advised that the funds were included in the budget under solid waste collection - capital
outlay.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:08 p.m.
