HomeMy WebLinkAbout87-2712ORDINANCE NO. 87-2712 AN ORDINANCE PRESCRIBING THE SPEED LIMIT ON QUINCY STREET IN THE CITY OF PLAINVIEW, TEXAS, AT THE LOCATIONS HEREINAFTER DESIGNATED, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH AND PRESCRIBING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE AND DECLARING AN EMERGENCY. WHEREAS, after an engineering and traffic investigation, the City Council of the City of Plainview, finds that circumstances are such that the maximum reasonable and safe speed for the operation of vehicles under the conditions found to exist on Quincy Street, within the city limits of Plainview, is as prescribed by the City Ordinance hereinafter enacted: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COURCIL OF THE CITY OF PL~INVIEW: SECTION 1: The speed limits on that portion of Quincy Street at the locations hereinafter designated shall be as follows: The maximum legal speed limit on that portion of Quincy Street lying between the North boundary line of State Highway 194 North to the intersection of Quincy Street and Thirty Second Street shall be thirty-five (35) miles per hours. The maximum legal speed limit on Quincy Street from the North boundary line of the intersection on Quincy Street with Thirty Second Street to its intersection with the 1-27 East Frontage Road shall be forty-five (45) miles per hour. The maxiumum legal speed limit on Street lying between 14th Street and forty (40) miles per hour. that portion of Quincy 15th Street shall be SECTION 2: It shall be unlawful for any person to operate any motor vehicle which is self-propelled, automobile or motor-cycle on the above designated portions of Quincy Street in the City of Plainview at a speed greater than that which is hereinabove designated in Section 1 of this Ordinance as the maximum speed limit. SECTION 3: All ordinances or parts of ordinances in conflict herewith are hereby repealed. 1 of 2 · SECTION 4: Any person who shall violate or fail to comply with the provisions of this Ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not less than one dollar ($1.00) and not more than two hundred dollars ($200.00). WHEREAS, an emergency exists as shown in the preamble of this Ordinance, the enactment of this Ordinance is declared to be an emergency measure thereby creating a public necessity that the rule requiring proposed ordinances to be presented at two (2) separate Council Meetings be dispensed with; and this Ordinance shall be effective from the date of its passage.
