AN ORDINANCE CALLING AND SETTING THE DATE FOR THE REGULAR
MUNICIPAL ELECTION; SETTING DATE FOR RUN-OFF ELECTION;
DESIGNATING PRECINCTS AND POLLING PLACES; DESIGNATING THE
ELECTION OF COUNCILMEMBERS FROM PRECINCT 5; PRECINCT 6, AND
PRECINCT 7; APPOINTING ELECTION OFFICIALS; SETTING HOURLY
RATE FOR ELECTION OFFICIALS; POSTING NOTICE OF ELECTION AND
DECLARING AN EMERGENCY.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF PLAINVIEW, TEXAS:
Section 1: Election. In accordance with the statutes and
laws of the State of Texas, and the Charter of the City of
Plainview, an election shall be held in and for the City of
Plainview on the first Saturday in May, 1988, the same being the
seventh day of the month, and all persons qualified to vote in
said City under the Election Laws of the State of Texas shall be
allowed to vote there. Said election shall be held in the polling
places designated in Section 3 of this Ordinance, and shall be
open from 7:00 a.m. to 7:00 p.m., and all electors shall vote in
the voting precincts in which said voter resides, and the place
provided for voting as designated in Section 3 of this Ordinance.
Section 2: Run-off Election. That in event a run-off
election is necessitated, said run-off election shall be held in
and for the City of Plainview on the third Saturday in May, 1988,
the same being the twenty-first day of May, 1988, as provided by
the statutes and laws of the State of Texas; and the Charter of
the City of Plainview, Texas.
Section 3: Precincts and Polling Places. That said
election shall be held in each of the designated precincts within
the City and at the designated polling places within each precinct
as designated by Section 9 of the Charter of the City of
Plainview, Texas.

VOting Precinct Five (5) is described more fully as follows:
BEGINNING at a point of intersection with the north line of
West 16th Street and the West line of Yonkers Street;
THENCE North along said west line of Yonkers Street to a
point of intersection with the North line of West 24th Street;
THENCE East along said north line of West 24th Street to a
point of intersection with the West line of Xenia Street;
THENCE North along said west line of Xenia Street to a point
of intersection with the line marking North right-of-way for State
Farm/Market Highway 194.
THENCE Northwesterly along said right-of-way of F.M. 194 to a
point of intersection of a line extended from Highland Road in a
Northeasterly direction to make a point of intersection;
THENCE Southwesterly along said Highland Road to a point of
intersection with the Northern and Western most municipal limits
boundary of the City of Plainview;
THENCE West along said Northern portion of the municipal
limits boundary;

boundary, also known as Taylor Road, to a point of intersection

a point of intersection with the western most line marking the
western right-of-way of U.S. 87/Interstate 27;
Voting Precinct Number Six (6) is described more fully as
follows:
BEGINNING at a point of intersection of the North line of
West 9th Street and the West line of Joliet Street;
THENCE North along said west line of Joliet Street to a point
of intersection with the South line of West 13th Street;
THENCE West along said south line of West 13th Street to a
point of intersection with the West line of Portland Street;
THENCE North along said west line of Portland Street to a
point of Intersection with the South line of West 16th Street;
THENCE West along the said south line of West 16th Street to
a point of intersection with the West line of Quincy Street;

West 24th Street and the centerline of the Panhandle & Santa Fe
Railroad right-of-way, said line forming the eastern boundary of
the municipal limits of the City of Plainview;
THENCE North to a point of terminus of the Northern and
Eastern most limits of the City of Plainview municipal boundaries;
THENCE West to a point of intersection with the western most
line of the U.S. 87/Interstate 27 right-of-way;
THENCE Southerly along the municipal limits boundary line to
a point of terminus;

THENCE West to a point of terminus of the Northern boundary
of the municipal limits, and on a line extended north from the
West line of Joliet Street to its point of intersection with the
northern municipal limits boundary;
THENCE North to a point of intersection with the North line
of Industrial Blvd;
THENCE West to a point of intersection an extension of the
municipal limits boundary which extends Northward;
THENCE North along said extension of the municipal limits
boundary to its point of terminus;
THENCE Southwesterly to a point roughly in line with an
extension of Rochelle Street north to a point of intersection with
the municipal limits northern boundary;
THENCE South along said rough extension of a line north from
Rochelle Street to a point of intersection with the Northwestern
boundary of the municipal limits, said line roughly being
described as the northwestern right-of-way line of the U.S.
87/Interstate 27 right-of-way;
THENCE in a Southwestern direction to a point of intersection
with a Northwest line which serves as the municipal limits
boundary at a point of intersection with the intersection with the
centerline of the Fort Worth & Denver Railroad right-of-way;
THENCE Southeast along said centerline of the Fort Worth &
Denver Railroad right-of-way line to a point of intersection with
an extension of the East line of Xenia Street across State Highway
194 and the Fort Worth & Denver Railroad right-of-way;
THENCE in a Southerly direction along said east line of Xenia
Street to a point of intersection with the South line of West 24th
Street;
THENCE West along said south line of West 24th Street to a
point of intersection with the East line of Yonkers Street;

eastern boundary for the municipal limits of the City of
Plainview, and said point being the POINT OF BEGINNING.
Section 4: Councilm~rs to be elected from precincts.
That said eleCtion to be held on the first Saturday in May, 1988,
the same being the seventh day of the month, for the election of
three Councilmembers to serve on the City Council for the City of
Plainview, Texas as follows:
1. A Councilmember to fill Precinct Five on the City Council
of the City of Plainview as designated in Section 9 of the Charter
of City of Plainview, Texas.

2. A Councilmember to fill Precinct Six on the City Council
of the City of Plainview as designated in Section 9 of the Charter
of the City of Plainview, Texas.
3. A Councilmember to fill Precinct Seven on the City
Council of the City of Plainview as designated in Section 9 of the
Charter of the City of Plainview, Texas.
Section 5: Election Officials. Said election shall be
condUcted by the following presiding judges who are hereby
appointed to hold said election.
Precinct 5: Karen Sandlin
Precinct 6: Mary Sherman
Precinct 7: Velon Townsen
Karen Sandlin and Linda Hall are hereby appointed as the
election officials of Precinct 5. Karen Sandlin shall act as the
presiding judge of Precinct 5, and Linda Hall is hereby appointed
first alternate judge to act as presiding judge of Precinct 5 in
the event that Karen Sandlin is for any reason unable to serve as
such presiding judge.
Mary Sherman and Nova Sherman are hereby appointed as the
election officials of Precinct 6. Mary Sherman shall act as the
presiding judge of Precinct 6, and Nova Sherman is hereby
appointed first alternate judge to act as presiding judge of
Precinct 6 in the event that Mary Sherman is for any reason unable
to serve as such presiding judge.
Velon Townsen and Mrs. Lillian Townsen are hereby appointed as
the election officials of Precinct 7. Velon Townsen shall act as
the presiding judge of Precinct 7, and Mrs. Lillian Townsen is
hereby appointed first alternate judge to act as presiding judge
of Precinct 7 in the event that Velon Townsen is for any reason
unable to serve as such presiding judge.
It is further provided that the maximum number of clerks which
shall be appointed to serve in said election, shall not be in
excess of 3 persons for each precinct.
Section 6: Hourly Rate for Election Officials. It is
further provided that the hourly rate for Presiding Election
Judges shall not exceed $6.~00 per hour, and the hourly rate for
Clerks shall not exceed $5.00 per hour.
Section 7: ¥osting Notices of Election. Notice of said
election shall be given by posting and by publication of a copy of
this ordinance, and at the top of which shall appear the words
"Notice of General Election".
Thirty days previous notice of said election shall be given
by posting a copy of this ordinance in the three public places in

said City of Plainview, and in each of the three voting precincts.
Notice by publicationS shall also be made by publishing notice of
said election in the Plainview Daily Herald, said publication not
to be more than thirty days nor less than ten days prior to the
election.
SectiOn 8: Ordinance to Election Officials. A copy of this
ordinance shall also be served upon each of the election officials
who have been designated to hold the election.
Section 9: Emergency. The need for this ordinance to be
approved on one reading to meet restricted time tables creates an
emergency, and it is imperative public necessity that more than
one reading hereof be, and the same is hereby suspended; this
ordinance shall be passed and take effect as an emergency measure
and shall be in full force and effect from and after the passage
as provided by law, and it is so ordained.

Seccion 1: Eleccion. En acuerdo con estatutos y leyes del
Estado de Tejas, y la Carta Constitucional de la Cuidad de
Plainview, un eleccion tomara lugar en y para la Cuidad de Plainview
el primer Sabado en Mayo, 1988, lo mismo siendo el dia siete de el
mes, ¥ todas personas qualificadas para votar en tal Cuidad debajo
las Leyes de la Eleccion de el Estado De Tejas seran autorizadas
para votar. Tal Eleccion tomara lugar en los sitios de eleccion
designados en Seccion 3 de esta Ordenanza, y estaran abriertos de
las 7:00 de la manana, hasta las 7:00 de la tarde, y todos los
electores votaran en los districtos en el lugar de su residencia, y
el lugar en donde votar esta designado en Seccion 3 de esta
Ordenanza.
Seccion 2: Eleccion en caso de Empate. En caso que se
necesite una Eleccion de Empate, tal eleccion de empate tomara lugar
en la Ciudad de Plainview el tercer Sabado en Mayo, 1988, lo mismo
siendo el dia veinte uno de Mayo, 1988, como esta provido en los
estatutos y leyes del Estado de Tejas; y la Carta Constitucional de
la Cuidad de Plainview, Tejas.
Seccion 3: Districtos y Sitios de Eleccion. Que tal eleccion
tomara lugar en cada de los districtos designados entre la Cuidad y
en cada sitio de eleCcion designado entre cada districto como ah
sido designado en Seccion 9 de la Carta Constitucional de la Cuidad
de Plainview, Tejas.

3. Un Miembro de el Concejo ocupara el puesto de Districto
Electoral 7 en el Concejo de la Ciudad de Plainview como ah sido
designado en Seccion 9 de la Carta de la Ciudad de Plainview, Tejas.

Seccion 6: Pago Pot Hora para Oficiales de la Eleccion.
Estara provido que el pago por hora para los Juezes de Eleccion no
sobrepasara $6.00 por hora, y el paga por hora para los empleados
apuntados para servir no sobrepasara $5.00 por hora.
Seccion 7: Fijar La Noticia De Eleccion. Tal noticia de
eleccion estara fijada por publicacion por copia de esta ordenanza,
y puesto arriva se enseneara las palabras "Notica de Eleccion
General".
Se dara noticia treinta dias antes de eleccion por fijando una
copia de esta ordenanza en tres lugares publicos en la Cuidad de
Plainview, yen cada tres de los districtos electoral. Noticia por
publicacion se dara tambien por publicando notica de tal eleccion en
el Plainview Daily Herald, tal publicacion no puede estar mas que
trienta dias ni menos que diez dias antes de tal eleccion.
Seccion 8: Ordenanza Para Oficiales de Eleccion. Se dara una
copia de esta ordenanza a cada de los oficiales de eleccion que son
designados para tal eleccion.
Seccion 9: Emergencia. La necesidad para esta ordenanza que
pase en primer lectura para cumplir con horario causa una
emergencia, y es necesidad imperativa para el publico que mas que
una lectura de esto sera, ¥ lo mismo es por esto suspendido; esta
ordenanza pasara y tomara efecto como una emergencia y estara en
total fuerza yen efecto de y despues de pasaje como esta provido
por ley, y esta prescribido.
