ELECTRICAL CODE
ORDINANC~ NO. 88-2747
AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS A~RNDING THE
ELECTRICAL CODE OF THE CITY OF PLAINVIEW, TEXAS,
(ORDINANCE NO. 84-2550), SPECIFYING REQUIRE~RNT FOR WIRING
ENCA-qED IN METAL RACEWAYS; REQUIREMENT OF RT.F. CTRICAL
RANGES AND CLOTHES DRYERS; OUTLETS PER CIRCUITS;
ELECTRICAL RACEWAYS; DIRECT BURIAL CABLE; DIRECTING
PUBLICATION OF THE DESCRIPTIVE CAPTION OF THIS ORDINANCE
WITH PENALTY PROVISIONS OF THE ELECTRICAL CODE; AND
PROVIDING FOR AN EFFECTIVE DATE OF THE ORDINANCE.
WHEREAS, the City Council of the City of Plainview, Texas,
has appointed the Board of Electrical Examiners to prepare
recommendations for the City Council in regard to the Electrical
Code; and
WHEREAS, the Board of Electrical Examiners have recommended
that certain provisions of the Electrical Code of the City of
Plainview, Texas, be amended; and
WHEREAS, the City Council of the City of Plainview, Texas,
has determined that certain provisions of the Electrical Code have
become obsolete and should be amended.
NOW, THEREFORE, BE IT ORDAINED by the City of Plainview,
Texas:
Section 1: Section 6.11 WIRING ENCASED IN METAL RACEWAYS;
WHERE REQUIRED be amended to read hereafter as follows:
Ail installations hereafter and all installations made in
public buildings, churches, schools, theaters, skating rinks,
halls for dancing or entertainment, hotels, motels, apartment
buildings or more than four dwelling units, hospitals, asylums,
gasoline service stations, warehouses, stores, and business
buildings, of all kinds including, but'not limited to, all retail,
wholesale, industrial, and manufacturing establishments, buildings
of fireproof and mill construction, combined apartments or
residences, or business buildings, and all buildings subject to
excess moisture and gases, all grain elevators and buildings where
hay and grain is stored or kept, and all 3 phase installations
shall have all wiring encased in metal raceways.
EXCEPTION NO. 1: Schedule 40 or 80 PVC may be used as an
underground conduit when buried in the earth at a minimum depth of
eighteen (18") inches measured from the top of the conduit (1987
NEC 300-5).

EXCEPTION NO. 2: Only schedule 80 PVC may be used to
penetrate a concrete slab or footing. A separate continuous
grounding conductor shall be provided when using a non-metalic
raceway. PVC shall not be used as a general raceway in open air.
Section 2: Section 6.18, Subsection b, CLOTHES DRYERS be
amended 'to read as follows:
A minimum of No. 10 AWG wire will be accepted for clothes
dryers where the load capacity is known to be thirty amperes or
less.
Section 3:

Section 6.20 DWELLING-TYPE be amended to read as
(a) DWELLING'TYPE OCCUPANCIES. In every kitchen, family
room, dining room, breakfast room, living room, parlor, library,
den, sun room, bedroom, recreation room, or similar rooms,
receptacle outlets shall be installed so that no point along the
floor line in any wall space is more than 6 feet measured
horizontally from an outlet in that space, including any wall
space 2 feet or more in width and the wall space occupied by
sliding panels in exterior walls. The wall space afforded by
fixed room dividers, such as free-standing bar-type counters,
shall be included in the 6 foot measurement.
In the kitchen and dining areas, a receptacle outlet shall be
installed at each counter space wider than 12 inches. Counter top
spaces separated by range tops, refrigerators, or sinks shall be
considered as separate counter top spaces. Receptacles rendered
inaccessible by the installation of stationary appliances shall
not be considered as these required outlets.
Receptacle outlet shall, insofar as practicable, be spaced
equal distances apart. Receptacle outlets in floors shall not be
counted as part of the required number of receptacle outlets
unless located close to the wall.
At least one GFIC wall receptacle outlet shall be installed
in the bathroom adjacent to the basin location.
For a one-family dwelling, at least one receptacle outlet
shall be installed outdoors.
At least one receptacle outlet shall be installed in each
basement and attached GFIC.
Outlets in other sections of the dwelling for special
appliances, such as laundry equipment shall be placed within 6
feet of the intended location of the appliance.
At least one receptacle outlet shall be installed for the
laundry.

EXCEPTION NO. 1: In a dwelling unit that is an apartment or
living area in a multi-family building where laundry facilities
are provided on the premises that are available to all building
occupants, a laundry receptacle shall not be required.
EXCEPTION NO. 2: In other than single-family dwellings where
laundry facilities are not to be installed or permitted, a laundry
receptacle shall not be required.
EXCEPTION NO. 3: A dwelling that is a unit in a hotel, motel.
motor court, or motor hotel, a laundry receptacle shall not be
required.
AS used in this Section a "wall space" shall be considered a
wall, unbroken along the floor line by doorways, fireplaces, and
similar openings. Each wall space, two or more feet wide, shall
be treated individually and separately from other wall spaces
within the room. A wall space shall be permitted to include two
or more walls of a room (around corners) where unbroken at the
floor line.
The purpose of this requirement is to minimize the use of
cords across doorways, fireplaces, and similar openings.
The receptacle outlets required by this Section shall be in
addition to any receptacle that is part of any lighting fixture or
appliance, located within cabinets or cupboards, or located over 5
1/2 feet above the floor.
(b) Guest rooms in hotels, motels, and similar occupancies
shall have receptacles installed in accordance with Dwelling Type
Occupancy. SEE: SECTION 6.20 (a).
(c) GROUND FAULT CIRCUIT INTERRUPTORS. Ail 125 volt, 15 &
20 ampere receptacles installed in bathrooms shall have ground
fault circuit interrupter (GFCI) protection.
Ail 125 volt, 15 & 20 ampere receptacles installed in
residential garages shall have ground fault circuit interrupter
protection except receptacles for appliances occupying dedicated
space which are cord and plug connect and receptacles that are not
readily accessible.
Ail 125 volt, 15 & 20 ampere outdoor receptacles shall have
ground fault circuit interrupter protection except receptacles
installed in excess of six feet six inches (6' 6") of direct
ground level. All 125 volt, 15 & 20 ampere receptacles installed
in bathroom shall have ground fault circuit interrupter
protection. At least one 125 volt, 15 or 20 ampere ground fault
circuit interrupter receptacle shall be installed in basements and
it shall be identified.

Ail 125 volt, 15 & 20 ampere installed within six feet (6')
of the kitchen sink above counter top surfaces shall have ground
fault circuit interruptor protection.
(d) COMMERCIAL. For commercial installations, not over one
thousand six hundred and fifty (1650) watts per circuit shall be
installed. Outlets for heavy duty lamp holders shall be rated at
not less than five hundred watts per opening and other outlets
shall be rated not less than three hundred watts. In no case shall
the wattage exceed more than eighty percent of the rated current
carrying capacity of the conductors used. Special purpose outlets,
where load requirements are known, shall be wired as outlined in
the National Electrical Code for the equipment to be used.
Receptacle outlets shall be limited to five per circuit for each
ten feet, regardless of the number of receptacles unless the load
requirements are known to be grater than one thousand six hundred
fifty watts.
Section 4:

SeCtion 6.21 RACEWAYS be amended to read as
(a) STEEL TUBING, E.M.T. OR THIN WALL CONDUIT. Steel
tubing, E~M.T. or thin wall conduit will be approved, when
National Electrical Code approved watertight fittings are used,
for burial in concrete or masonry, but will not be approved for
burial in earth fill, such as laid beneath slabs in dirt, caliche,
etc.
(b) RIGID NON-METALIC CONDUIT. Schedule 40 PVC may be used
as an underground conduit when buried in the earth at a minimum
depth of eighteen (1-8) inches measured from the top of the conduit.

Schedule 80 PVC may be used to penetrate a concrete slab or
footing. A separate continuous grounding conductor shall be
provided when using a non-metalic raceway as provided in this
section. PVC shall not be used as a general use raceway in open-
air.
(d) DIRECT BURIAL CABLES. When cables (approved for such
installations) are buried in dirt or earth fills, they shall be
buried at a minimum depth from the finished surface of at least
twenty-four inches. FOR OTHER INSTALLATIONS SEE ARTICLE 300-5 NEC
(1987).
Section 6: Ail former Ordinances or parts thereof
conflicting or inconsistent with the provisions of this ordinance
or the Electrical Code, (Ordinance No. 84-2550) of the City of
Plainview, Texas, are hereby repealed.
Section 7: The City Secretary is hereby authorized and
directed to cause the publication of the descriptive caption of
this ordinance together with the penalty provisions of the

Electrical Code, of the City of Plainview, Texas, 1984 Edition, as
amended. This Ordinance shall become effective after its passage
and publication as required by law.

WHEREAS, the City Council of the City of Plainview did on
April 12, 1988, at a Regular Session of said City Council pass and
adopt Ordinance No. 88-2747. The Descriptive Caption and Penalties
of said Ordinance are as follows:
AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS AMENDING THE
ELECTRICAL CODE OF THE CITY OF PLAINVIEW, TEXAS,
(ORDINANCE NO. 84-2550), SPECIFYING REQUIREMENT FOR WIRING
ENCASED IN METAL RACEWAYS; REQUIREMENT OF ELECTRICAL
RANGES AND CLOTHES DRYERS; OUTLETS PER CIRCUITS;
ELECTRICAL RACEWAYS; DIRECT BURIAL CABLE; DIRECTING
PUBLICATION OF THE DESCRIPTIVE CAPTION OF THIS ORDINANCE
WITH PENALTY PROVISIONS OF THE ELECTRICAL CODE; AND
PROVIDING FOR AN EFFECTIVE DATE OF THE ORDINANCE.
SECTION 2. PENALTIES: Any person, either by himself or by
agent, and any firm, corporation or other entity who violates any
other provisions of this Ordinance shall be deemed guilty of a
misdemeanor, and upon conviction of any such violation, shall be
fined in any sum not to exceed ONE THOUSAND DOLLARS ($1,000.00);
and each day during which such violation continues shall constitute
a separate and distinct offense. In any case of a violation of any
of the terms or provisions of this Ordinance by any corporation
shall be subject to the penalty herein provided. Any offense
defined herein which has been defined by the law of the State of
Texas as an offense and for which a penalty has been prescribed
shall be punished as provided in-said State law and nothing herein
shall be held as fixing any penalty contrary to a penalty provided
by the laws of the State of Texas.
