HomeMy WebLinkAbout13 0528 minThe Plainview City Council met on May 28, 2013 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:40 p.m. on May 24, 2013. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner- District 2, David Garcia- District 3, V. O. Ortega- District 4, Shane Martinez - District 5, Lionel Garcia - District 6 and Eric Hastey- District 7. Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Todd Kennemer- Community Development Manager, William Mull - Police Chief, Daniel Born - Information Technology Specialist, Rusty Powers -Fire Chief, and Belinda Hinojosa -City Secretary. News Media Present: Jessica Thornton - Plainview Herald Guests Present: Mike Goetz, Lanell Julian, Teressa King and Jim Posey Mayor Pro Tem Cathy Waggoner delivered the invocation and led in the pledge of allegiance. Mayor Pro Tem Waggoner moved to adopt the consent calendar. The motion was duly seconded by Councilmember David Garcia and carried by unanimous vote. Items approved on the consent calendar included the approval of the minutes of May 14, 2013 and May 23, 2013. Mrs. Sarianne Beversdorf, Director of Finance introduced Mike Goetz with TML IRP to present information regarding the award of bid for City's Health Insurance Stop -Loss Reinsurance Coverage. Three quotes were received as follows: 1) Quote 1 - RIJ Insurance Svcs - Gerber - Annual Premium of $245,966.16 , a 13% fixed cost increase with no lasers; 2) Quote 2 - ULLICO - Fidelity Security - Annual Premium of $247,856.88, a 14% fixed cost increase with lasers for Participant A with a $90,000 deductible and Participant B with a $145,000 deductible; 3) Quote 3 - National Medical Excess - HM Life - Annual Premium of $279,669.84, a 28% fixed cost increase with no lasers City is recommending Quote 1 form Gerber in the amount of $245,966.16 with no laser deviation. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Ortega moved to award bid of City's health insurance stop -loss reinsurance coverage to RIJ Insurance Svcs - Gerber. The motion was duly seconded by Councilmember Martinez. Councilmember Lionel Garcia asked what amounts employees have to reach. Mr. Goetz stated that it is actually what City has to pay. Once the City has paid $50,000 in prescription and regular claims, we then file claims to insurance carrier. Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
