The Plainview City Council met on June 11, 2013 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 11:05 a.m. on June 7, 2013. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner -
District 2, David Garcia - District 3, V. 0. Ortega- District 4, and Eric Hastey- District 7.
Councilmembers Shane Martinez- District 5 and Lionel Garcia- District 6 were absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Mike Gilliland- Director of Public Works, Todd
Kennemer- Community Development Manager, William Mull- Police Chief, Daniel Born -
Information Technology Specialist, Sarianne Beversdorf- Director of Finance, Rusty
Powers -Fire Chief, and Belinda Hinojosa -City Secretary.

Guests Present: Linda Morris, Jack Morris and Hope Hastey
Councilmember David Garcia delivered the invocation and led in the pledge of
allegiance.
Councilmember Charles Starnes moved to adopt the consent calendar. The motion
was duly seconded by Mayor Pro Tem Waggoner and carried by unanimous vote.
Items approved on the consent calendar included approval of the minutes of May 28,
2013 and June 6, 2013; the granting of excused absences to Councilmembers Shane
Martinez and Lionel Garcia.; authorizing Mayor to sign Lease Agreement between
YMCA and City of Plainview for the City swimming pool; and authorizing Mayor to sign
Agreement for S.A.F.E. program between the YMCA and the City of Plainview.
Linda Morris, Executive Director of the Chamber of Commerce presented their Annual
Report. Councilmember Hastey moved to accept the report. The motion was duly
seconded by Councilmember David Garcia and carried by unanimous vote.
Jeffrey Snyder, Assistant City Manager presented for consideration to award bid for the
Animal Shelter Kennel Replacement project. The City recently advertised for
competitive sealed bids to replace the kennels at the Plainview Animal Shelter. The
Plainview Humane Society will be contributing over $35,000 that they received through
donations towards the project and the City has budgeted funds to match that amount.
One bid was received from HMS Equipment Co. in the amount of $70,142. City staff
recommends awarding the bid to HMS Equipment Co.
Councilmember Ortega moved to award the bid to HMS Equipment in the amount of
$70,142. The motion was duly seconded by Mayor Pro Tem Waggoner and carried by
unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:24 p.m.
