HomeMy WebLinkAbout03 0206 minThe City. CounCil:met On February 6, 2003 at 11:30 a.m. at the Plainview Convention Center, 2902 West4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on February 3, 2003. Mayor Lloyd C. Woods presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, Belinda Pena-District 3, Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7. Councilmember John N. Bertsch-District 4 was absent. Staff members present were: James P. Jeffers-City Manager, John Berry-Director of Public Works, Will Mull-Police Chief; Wally Hatch-City Attorney, John Castro-Director of Community Services, Rick Cox-Street Superintendent, Elizabeth Regner-Assistant City Manager and Belinda Hinojosa-City Secretary. Guests present were: Ron Trusler and Don Pace News Media RePresentative: Richard Orr-Plainview Daily Herald Councilmember Pena delivered the Invocation. Councilmember Bertsch was granted an excused absence. The Council and staff reviewed the agenda for the City Council meeting of February 11, 2003. City Manager Jim Jeffers advised the Council that a request had been made to look into how often a matter can be brought up. He stated based on the rules now a Councilmember may place an item on the agenda. Robert's Rules of Order states the following: Motion to Reconsider - After an agenda item is acted upon, it cannot be reconsidered by the City Council for six months unless a motion is made by a Councilmember who voted on the prevailing side to reconsider. If that motion receives a second, it must pass with five affirmative votes. Councilmember McGehee stated he could see the item being brought back up with minor modifications Councilmember Owen stated he could see the amendment changing the policy to four to five pages, while existing policy is on one page. The Councilmembers were all in agreement to leave the current policy in place, City Manager Jim Jeffers stated he wanted to find out from the Council, how they felt about the reports. Did they want the reports to be more often, presented orally or written reports emailed to the Council? Councilmember Owen and Favila agreed that the Canadian River Municipal Water Authority Report should be provided annually. Councilmember Tipton stated he liked quarterly written reports with a copy of the minutes suCh as are furnished now. Mayor Woods and Councilmember Owen agreed they preferred to receive minutes by email. The Council all agreed to leave the procedures as they are set up now. City Manager Jim Jeffers asked the Council if they would prefer to have live broadcast of City Council meetings. He stated the City had recently purchased equipment that would allow the live broadcast of council meetings on the government access channel. The government access channel would be channel 14 or 15 and the City plans on 13,9 City of Plainview Minutes February6,2003 Page 1 of 2 playing recurring videos pertaining to city government, City Council meetings and the Mayor's monthly show. The Council all agreed to have live broadcast of the City Council meetings.
