HomeMy WebLinkAbout03 0320 minThe City Council met on March 20, 2003 at 11:30 a.m. at the Plainview Convention
Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was
posted in City Hall at 11:00 a.m. on March 17, 2003. Mayor Mary Jane Shanes
presided. Councilmembers present were: Kelvin Tipton-District 1, Belinda Pena-District
3, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6 and
Councilmember Irene Favila-District 7.
Staff members present were: Jim Jeffers-City Manager, Dale Simpson-Director of Civil
Service, Gary Glass-Fire Chief, Brice Clements-Assistant Director of Public
Works/Engineer, Jason Thompson-Main Street Coordinator, Humphrey Chavunduka-
Intern, Will Mull-Police Chief, Jack Keller-Budget Manager, Wally Hatch:City Attorney
and Belinda Hinojosa-City Secretary.

Councilmember McGehee delivered the Invocation.
The Council and staff reviewed the agenda for the City Council meeting of March 25,
2003.
Jim Jeffers, City Manager presented for first reading Ordinance No. 03-3373, an
Ordinance of the City of Plainview calling and setting the date for the Special
Municipal Election; Designating districts and polling places for Districts 1, 2, 3,
4, 5, 6 and 7; Designating the election of a Mayor; Designating Early Voting
Ballot Board Judge; Designating district polling place judges; Setting hourly rate
for election officials; And posting Notice of Election. This ordinance orders a
special election to elect a mayor at-large to complete the unexpired term of Mayor
Lloyd C. Woods, who recently passed away.
Mayor Shanes the Council approved upon first reading Ordinance No. 03-3373 calling
for the election. The motion was duly seconded by Councilmember McGehee and
carded unanimously.
Jim Jeffers presented a report on the West Texas Legislative Day. He stated the
event had a balanced budget.
Mr. Jeffers stated City staff has begun work on the 2003-2004 budget. He stated it
would probably be a tough year. Revenues are not increasing and in some cases are
declining, expenses are rising and reserves are not sufficient to cover loss for continual
periods of time. It is the goal of City staff to maintain the current level of services
without reduction in personnel. The City has begun a new budget process with staff
evaluating their own revenues, preparing their own line items, preparing their own five-
year capital program, participating in final budget preparation and revisions.
Mr. Jeffers provided an update on the strategic planning session.
· Chamber of Commerce hotel/motel accountability and alternative plan
Manager to follow up on reporting requirements etc.

Plainview First - dabble in economic development - organization is quite active.
· StreetS -save money on 24th Street, mobility study - TxDOT is working on
mobility study and situation is on hold until report is received.
· Water -long-term supply, conservation ordinance and rates - should have
something within the next six weeks,
· Housing- is on agenda
· Social - move Hale County Senior Citizens off social services - such has been
taken care of.
· Sanitation - waiting for arid exemption permit.
· Wet/Dry Election - co-help to organize, have contacted firm which assists with
such.
· Code Administration, helpful attitude - still have problems and will continue to
work on.
There being no further business, the meeting was adjourned at 12:25 p.m.
