The Plainview City Council met on July 18, 2013 at 11:30 a.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 11:25 a.m. on July 15, 2013. Mayor Wendell Dunlap
presided. Councilmembers present were: Cathy Waggoner- District 2, David Garcia -
District 3, V. O. Ortega- District 4, and Eric Hastey- District 7. Councilmembers Charles
Starnes - District 1, Shane Martinez- District 5 and Lionel Garcia - District 6 were absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Todd Kennemer- Community Development
Manager, William Mull- Police Chief, Sarianne Beversdorf- Director of Finance, Rusty
Powers -Fire Chief, and Belinda Hinojosa -City Secretary.

Guests Present: K'Lee Gonzales and Travis McCoy
Mayor Dunlap led in the Invocation.
Councilmembers Charles Starnes - District 1, Shane Martinez - District 5 and Lionel
Garcia - District 6 were granted excused absences.
Mike Gilliland, Director of Public Works presented to award bid for City of Plainview
MSW Landfill Sector 2 — CeII C. Construction and authorize Mayor to sign necessary
documents. He introduced Travis McCoy with Parkhill Smith & Cooper. Parkhill Smith
& Cooper's opinion of probable cost was $790,000. Six bids were received with L.D.
Kemp Excavating, Inc. coming in as low bidder in the amount of $599,018.00 which is
well below their estimate. He stated that L.D. Kemp has done cells for us in the past
and has done a good job. He recommends awarding to L.D. Kemp.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Ortega moved to award bid for the City of Plainview MSW Landfill
Sector 2 — Cell C Construction to L.D. Kemp Excavating, Inc. in the amount of
$599,018.00 and to authorize Mayor to sign necessary documents. The motion was
duly seconded by Councilmember David Garcia.
Upon questions from the Council, it was stated that the project is expected to take 90 to
120 days. The estimated cost of $790,000 is in this year's budget. This landfill cell is
expected to be in use this fall. The estimated life of this cell is 8 -10 years and is about 8
3/4 acres. No roadway will need to be constructed; a portion of the existing roadway will
need to be removed. There are several sites available for future cell construction.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Sarianne Beversdorf presented the Quarterly Investment Report for the period from
April 1, 2013 through June 30, 2013. She stated that because these funds show
balances, it does not mean that we have excess money or mean that we can spend this
money. The beginning balance in demand deposits was $22,482,769 and the ending
book value was $21,082,579. Interest earned during this period was $11,361.

The beginning balance in investments was $20,587,967 and the ending balance was
$20,604,315. The interest earned during this period was $10,828.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro
Tem Waggoner moved to approve the Quarterly Investment Report for the period from
April 1, 2013 through June 30, 2013. The motion was duly seconded by
Councilmember Hastey and carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of July 23,
2013.
There being no further business, Mayor Dunlap adjourned the meeting at 12:13 p.m.
