The Plainview City Council met on July 23, 2013 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 5:00 p.m. on July 19, 2013. Mayor Wendell Dunlap presided.
Councilmembers present were: Cathy Waggoner- District 2, David Garcia - District 3, V.
O. Ortega- District 4, Shane Martinez- District 5, and Lionel Garcia - District 6.
Councilmembers Charles Starnes - District 1 and Eric Hastey- District 7 were absent.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, Todd Kennemer - Community Development
Manager, William Mull - Police Chief, Mike Gilliland- Director of Public Works, Rusty
Powers -Fire Chief, and Belinda Hinojosa -City Secretary.

Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance.
Mayor Pro Tem Waggoner moved to adopt the consent calendar. The motion was duly
seconded by Councilmember David Garcia and carried by unanimous vote. Items
approved on the consent calendar included approval of the minutes of July 9, 2013 and
July 18, 2013; the granting of excused absences to Councilmembers Charles Starnes -
District 1 and Eric Hastey- District 7; and approval of the financial reports.
Mr. Greg Ingham, City Manager presented for consideration the civic center repairs.
The water remediation work has been completed and we have begun to get the civic
center back together. The City is a member of the BuyBoard and city staff feels this
would be a better way to proceed for this project. Staff is asking Council to consider a
not to exceed number. The remaining work will be into three elements as follows: (1)
primary put back; (2) heating and cooling, refrigeration and air movement; and (3)
additional drain line — plumbing related work. Staff is asking Council to grant a not to
exceed number in the amount of $235,000 to use a group called Talon LPE.
He introduced Mr. Jeffrey Snyder, Assistant City Manager to present additional
information. Mr. Snyder presented a slide showing the area where work has been done.
The contractors ended tearing up three times more than originally planned because the
damage was much more extensive. We have been working with Talon LPE who will be
the general contractor in the put back phase. They have been working with our local
contractors and businesses.
The first part consists of replacing rusted studs and bottom plates, installing new
sheetrock and FRP board, replacing floor and ceiling in the kitchen at a cost of about
$140,000. The second part consists more of the HVAC and plumbing related work
which consists of replacing evaporative coolers, replacing exhaust fan, installing a new
dish washer hood above the dishwasher and installing some controls where the vent
hood and evaporative cooler work together as designed. We are doing some plumbing
work and that is going to consist of doing some repairs around sinks and water fixtures
and some rerouting of some water lines. The third part will be repairing one of the main
drain lines in the kitchen area which is estimated to cost in the range of $30,000 to do
that repair. City staff is requesting a not to exceed amount of $235,000.
Mayor Dunlap asked for public comment. There was no public comment.

Councilmember Ortega moved to go forward with civic center repairs with a not to
exceed amount of $235,000. The motion was duly seconded by Mayor Pro Tem
Waggoner.
Councilmember Lionel Garcia asked what was left over of the $150,000. He was
advised that we spent $120,000 to date. He asked if we had the $235,000 available.
He was advised that we have the funds available in hotel /motel tax. There was
$525,000 available at the beginning of the year.
Councilmember Martinez asked if any of this was covered by insurance. He was
advised that we are working with insurance and we don't have a definite answer as to
whether any will be reimbursed.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Councilmember Martinez moved to go into closed session to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a
public officer or employee, or to hear a complaint or charge against an officer or
employee. [Tex. Gov't. Code, Section 551.074]. City Manager -
Nomination/Appointment to the following boards and commissions: Canadian River
Municipal Water Authority. The motion was duly seconded by Councilmember David
Garcia and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:13 p.m.
Mayor Dunlap called the meeting back in open session at 7:20 p.m.
Mayor Dunlap stated that Norman Wright is willing to accept the board position at
Canadian River Municipal Water Authority. Mayor Pro Tem Waggoner moved to
appoint Norman Wright to another two year term. The motion was duly seconded by
Councilmember Ortega and carried by unanimous vote.
Mayor Dunlap thanked Mr. Wright for everything he has done for the City.
Mr. Ingham presented for consideration and to take necessary action regarding City
Manager request for occasional teaching opportunity. His agreement with the Council
says that before he takes outside employment, he is required to notify Council. He has
an opportunity to teach an online class at West Texas A &M University.
Councilmember Lionel Garcia moved to approve City Manager for occasional teaching
opportunities. The motion was duly seconded by Councilmember Martinez and carried
by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:22 p.m.
