HomeMy WebLinkAbout98-3194ORDINANCE NO. 98,3194 AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS, AMENDING ORDINANCE NO. 96-3094, CREATING A SENIOR CITIZEN COMMISSION FOR THE CITY OF PLAINVIEW. WHEREAS, the Senior Citizens of Plainview are a valuable segment of the community whose ideas and perspective provide unique insight into city issues and problems; and WHEREAS, many decisions and policies of the City Council of the City of Plainview directly affect local Senior Citizens; and WHEREAS, the City Council wishes to provide the Senior Citizens of Plainview with an opportunity and vehicle for responding to current situations that affect Senior Citizens. NOW, THEREFORE, the City of Plainview hereby ordains that Ordinance No. 96-3094 is hereby amended as follows: Section I. Duties of Commission The Hale County Senior Citizens Association shall serve as the Senior Citizen Commission for the City of Plainview. The goals and objectives of the commission will be to respond to current situations affecting Senior citizens, and develop solutions for problems, which will be presented to the Mayor and City Council, and other interested organizations. The Senior Citizen Commission will further work toward unifying the Senior Citizens of Plainview into a positive force for the good of the Community. Section ii. Conflict of Interest. If any member of the Senior Citizen Commission concludes that they as a member, has a conflict of interest with respect to a particular matter which is pending before the commission, that member shall disqualify himself or herself from participating in any deliberations, discussions and decision-making processes of the Commission. Section III. Meetings. The Senior Citizen Commission shall hold such meetings as may be deemed necessary for the completion of the purposes, responsibilities and functions of the Commission. An employee of the City designated by the City Manager shall serve as Staff Liaison for the Commission, and the Staff Liaison shall attend Commission meetings and take and publish minutes of the meetings of the Commission. Published copies of the Senior Citizen Commission minutes shall be provided to each member of the Senior Citizen Commission and to each member of the City Council. - Section IV. Commission Responsibilities. The Senior Citizen Commission shall work with the Staff Liaison to identify issues related to Senior C:\MyFiles\ORDINANCES\98-3194 ord.wpd Page 1 of 2 Citizens in the community; act as an advisory body to the City Council and provide input through the City Manager and the Staff Liaison to the City Council on issues relating to Senior Citizens in the Plainview community; provide increased opportunities for the involvement by Senior Citizens of the City of Plainview and the community in general; advise the City Council, through the City Manager and the Staff Liaison regarding the delivery of Senior Citizen programs and provide outreach to the community in an effort to develop the Senior Citizens of the City of Plainview in a positive manner. Section V. Provisions of this ordinance are cumulative and nothing herein shall prevent, alter or diminish the applicability or enforcement of other Ordinances restricting, regulating or governing the subject matter herein. Section VI. All ordinances or portions of any ordinance of the City of Plainview, Texas in conflict herein, are hereby to conform with provisions hereof. Section VII. This ordinance shall be codified in "The Code of the City of Plainview, Texas." with the next update. Section VIII. This ordinance shall be in full force and effect upon its passage.
