AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS
DESIGNATING A PORTION OF QUINCY STREET
BETWEEN WEST 10TM STREET AND West 12TM STREET
AS A SCHOOL ZONE; PROVIDING FOR A PENALTY;
CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE;
SEVERABILITY CLAUSE; AND EFFECTIVE DATE.
WHEREAS, the Highland Elementary School lies just east of Quincy Street; and
WHEREAS, there currently does not exist a designated school zone on Quincy Street;
between West 10th Street and West 12th Street; and
WHEREAS, the City Council finds it in the best interest of the public safety of the citizens
of the City of Plainview that the above-mentioned portion of Quincy Street be designated as a school
zone with appropriate signage and certain speeds be prescribed during specific hours;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Plainview,
Texas that:
Section I
That between the hours of 7:30 a.m. and 8:30 a.m. and the hours of 3:30 p.m. and 4:30 p.m.
on Monday through Friday of each school week, it shall be unlawful for any person operating a motor
vehicle which is self-propelled to operate said vehicle at a speed greater than twenty (20) miles per
hour on the following portion of the following street:
On that portion of Quincy Street from 10 feet North of the center line from West 10th Street
to 10 feet North of the center line of West 12th Street.
Section II
Any person who shall violate or fail to comply with the provision of this ordinance shall be deemed
guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine of not less than
$1.00 and not more than $200.00

Provisions of this ordinance are cumulative and nothing herein shall prevent, alter, or diminish the
applicability or enforcement of other ordinances restricting, regulating or governing the subject matter
herein.
Section IV
All ordinances or portions of any ordinances of the City of Plainview, Texas in conflict herewith, are
hereby amended t° conform with the provisions hereof.
Section V
ShOuld any section, subSection, or any portion hereof be deemed invalid for any reason, such holding
shall not render of invalidate any other section, subsection, sentence, provision, clause, phrase, or
word severable therefrom and the same shall be deemed severable for this purpose.
Section VI
This ordinance shall be full force and effect upon its passage and publications as required by law.
