AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS
DESIGNATING A PORTION OF West 24th STREET
BETWEEN HOUSTON STREET AND KOKOMO STREET
AS A SCHOOL ZONE; PROVIDING FOR A PENALTY;
CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE;
SEVERABILITY CLAUSE; AND EFFECTIVE DATE.
WHEREAS, the Coronado Jr. High School lies just north of West 24th Street; and
WHEREAS, there currently does not exist a designated school zone on West 24th Street;
between Houston Street and Kokomo Street; and
WHEREAS, the City Council finds it in the best interest of the public safety of the citizens
of the City of Plainview that the above-mentioned portion of West 24th Street be designated as a
school zone with appropriate signage and certain speeds be prescribed during specific hours;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Plainview,
Texas that:
Section I
That between the hours of 7:30 a.m. and 8:30 a.m. and the hours of 3:30 p.m. and 4:30 p.m.
on Monday through Friday of each school week, k shall be unlawful for any person operating a motor
vehicle which is self-propelled to operate said vehicle at a speed greater than twenty five (25) miles
per our on the following portion of the following street:
On that portion of West 24t~ Street from the radius of the Northeast comer of 24th Street and
Joliet Street to within a distance of 460 feet East of said intersection ( 24th Street and Joliet
Street); and within the same distance (460 feet) to the West from the same intersection of
24th Street and Joliet Street.
Section II
Any person who shall violate or fail to comply with the provision of this ordinance shall be deemed
guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine of not less than
$1.00 and not more than $200.00

Provisions of this ordinance are cumulative and nothing herein shall prevent, alter, or diminish the

applicability or enforcement of other ordinances restricting, regulating or governing the subject matter
herein.
Section IV
All ordinances or portions of any ordinances of the City of Plainview, Texas in conflict hereWith, are
hereby amended to conform with the provisions hereof.
Section V
Should any section, subsection, or any portion hereof be deemed invalid for any reason, such holding
shall not render of invalidate any other SectiOn, sub-section, sentence, provision, clause, phrase, or
word severable therefrom and the same shall be deemed severable for this purpose.
Section VI
This ordinance shall be full force and effect upon its passage an d publications as required by law.

of land being Block 86, 360'x752' Tract, College Hill Addition, City of Plainview, Hale COunty,
Texas same being 2801 OIton Road, under the following conditions:
Incoming truck traffic shall access the facility at 2801 Olton Road via IH 27,
travel east on Highway 70/OIton Road to location. Outgoing traffic shall depart
the facility by traveling east on Highway 70/Olton Road, to Quincy Street.
All truck traffic shall enter and exit the facility parking lot from Highway
70/OIton Road. Canyon Street, West 4th Street, and Amarillo Street shall not
be used for this purpose.
Hours of Operation shall be restricted to 7:00 AM to 6:00 PM Central Standard
Time.
Truck traffic shall be kept to not more than 20 trucks daily.
No tractor-trailer or trailers shall be left standing on the facility parking lot
overnight.
The Specific Use Permit shall expire in six (6) months, with Council option to
modify or extend for an additional (6) six months, after the effective date of this
ordinance in accordance with the provisions of Section 33, of the City of
Piainview Zoning Ordinance, whichever comes first.
No trucks shall travel on 5t~ Street, between Amarillo Street and Yonkers Street.
SECTION II
Provisions of this ordinance are cumulative and nothing herein shall prevent, alter, or diminish the
applicability or enforcement of other ordinances restricting, regUlating or governing the subject matter
herein.

All ordinances or portions of any ordinance of the City of Plainview, Texas in conflict
herewith, are hereby amended to conform with the provisions hereof.
