HomeMy WebLinkAbout13 0822 minThe City Council met on August 22, 2013 at 11:45 a.m., in the Council Chambers at
Plainview City Hall, 901 Broadway Street, Plainview, Texas. The agenda for this
meeting was posted in City Hall at 11:15 a.m. on August 19, 2013. Mayor Wendell
Dunlap presided. Councilmembers present were: Charles Starnes - District 1, Cathy
Waggoner- District 2, David Garcia - District 3, and Eric Hastey - District 7.
Councilmember V. O. Ortega- District 4 and Lionel Garcia - District 7 were absent.
Staff members present were: Greg Ingham -City Manager, Leslie Pearce -City
Attorney, Rusty Powers -Fire Chief, Jeffrey Snyder- Assistant City Manager, William Mull -
Police Chief, Sarianne Beversdorf- Director of Finance, Todd Kennemer- Community
Development Manager and Belinda Hinojosa -City Secretary.

Councilmember David Garcia led in the Invocation.
The Council granted excused absences to Councilmembers V. O. Ortega and Lionel
Garcia.
Belinda Hinojosa, City Secretary presented for consideration Resolution R13 -291, a
Resolution of the City of Plainview calling and setting the date for the Special Municipal
Election; Designating the election of a Councilmember for District 5; Designating the
district and polling place for District 5; designating early voting dates and setting two
twelve hour days for early voting as required by Section 85.005 (d) of the Texas
Election Code; and posting Notice of Election. Councilmember Shane Martinez
submitted his resignation on August 1, 2013. City Charter states that vacancies are to
be filled by election within 120 days after such vacancy occurs. This Resolution orders
the Special Election for November 5, 2013 to elect a new councilmember for District 5.
It sets out the early voting period as October 21, 2013 through November 1, 2013 and
sets the two twelve hour early voting days as Monday, October 21, 2013 and October
28, 2013. It also sets out the election day polling place as Edgemere Elementary
School.
Mrs. Hinojosa added that the filing period for a place on the ballot will be August 22,
2013 through September 4, 2013. The write -in period deadline will be September 9,
2013. She also added since the US Supreme Court upheld the voter ID law, that a
photo ID will be required at the polling place.
Councilmember Starnes moved to adopt Resolution R13 -291. The motion was duly
seconded by Mayor Pro Tem Waggoner and carried by unanimous vote.
Mr. Ingham announced that the meeting for August 27, 2013 would not be necessary.
There being no further business, Mayor Dunlap adjourned the meeting at 11:52 a.m.
