4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at
9:15 a.m. on January 6, 2014. Mayor Wendell Dunlap presided. Councilmembers
present were: Charles Starnes - District 1, Cathy Waggoner- District 2, David Garcia -
District 3, V. O. Ortega- District 4, Lionel Garcia - District 6 and Eric Hastey- District.
Staff members present were: Greg Ingham -City Manager, .Sarianne Beversdorf-
Director of Finance, Jeffrey Snyder- Assistant City Manager,' Isauro Gutierrez -
Information Technology Specialist, Mike Gilliland - Director of Public Works, William Mull -
Police Chief and Belinda Hinojosa -City Secretary.

Councilmember V. O. Ortega led in the Invocation.
Greg Ingham, City Manager presented for consideration on first reading Ordinance No.
13 -3605, an Ordinance Amending the Zoning Map of the City of Plainview, Texas for
Acceptance of a Dedication Deed For Right -Of -Way to Open a Portion of Kermit Street
Between Olton Road And 13 Streets in the Mesa Verde Addition to the City of Plainview,
Hale County, Texas; Repealer; Cumulativeness Clause; Conflict Clause; Severability
Clause; and Effective Date. For more than a year, discussions and efforts have been
underway to develop a backage road, an extension of Kermit from Olton Road to 13
Street. In order for this to happen, several things have to happen. The property owners
would dedicate the necessary right -of -way for the street, the City of Plainview would
accept the dedication of the right of way and maintain the street once completed, and the
Texas Department of Transportation would construct the street. We have reached a
juncture where the steps needed to potentially make this a reality are coming together.
The approval of this ordinance is contingent on the Burns Family Trust executing and
delivering the Dedication and Right -of -Way documents to the City of Plainview for a
portion of Kermit Street. Danbe Partners, Ltd has already executed and delivered their
Right -of -Way documents to the City. This was presented to the Planning and Zoning
Commission on January 6, 2014 and they found the use is in general conformance with
the Master Plan, and they recommended acceptance of the dedicated right -of -way for the
public purpose of constructing a portion of Kermit Street.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Ortega moved to adopt Ordinance No. 14 -3605 on first reading. The
motion was duly seconded by Mayor Pro Tem Waggoner.
Councilmember Hastey asked if the entry would be smoothed out. Mr. Ingham said it
would meet street standards.
Councilmember Lionel Garcia asked if there would be sidewalks. Mr. Ingham stated that
TxDOT was getting federal funding but was unsure about sidewalks.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.

The Council and staff reviewed the agenda for the City Council meeting of January 14,
2014.
There being no further business, Mayor Dunlap adjourned the meeting at 12:35 p.m.
