ORDINANCE NO. 97-3140
AN ORDINANCE OF THE CITY OF PLAINVIEW, TEXAS AMENDING A YOUTH
COMMISSION FOR THE CITY OF PLAINVlEW; SEVERABILITY CLAUSE;
CUMULATIVENESS CLAUSE; CONFLICTS CLAUSE; AND EFFECTIVE DATE.
WHEREAS, the youth of Plainview are a valuable segment of the community whose ideas and
perspectives provide unique insight into city issues and problems; and
WHEREAS, many decisions and policies of the City Council of the City of Plainview directly affect
local youth; and
WHEREAS, The City Council wishes to provide the youth of Plainview with an opportunity and
vehicle for responding to current situations that affect young persons; and
WHEREAS, the existing membership cdteria and methodology limits the selection process;
THE CITY OF PLAINVIEW HEREBY ORDAINS THAT SECTION 2-282, 2-283, AND 2-284
SHALL READ AS FOLLOWS:
SECTION I
Sec. 2-282. Membership
Said Youth Commission will act as an advisory committee to the Mayor and City Council,
and other interested organizations. It shall consists of students members representing the
seventh through twelfth grades. Students will be selected from Plainview's Independent School
District and private schools, and will serve on the commission until graduation. The Youth Advisory
Commission shall determine the selection method for new members with the approval of the City
Manager. A sponsor, selected by the City Manager from the city staff, will be charged with
keeping the Commission focused on a predetermined agenda during regular meetings and
assisting in reporting back to the City Council. (Ord. No. 93-2977, 10-26-93)
Sec. 2-283. Absences
Each member of the Commission shall attend no less than 75% of the regular meetings
called by the officers of the Commission. Any representative failing to attend 75% of the regular
meetings legally called during any calendar year without an excused absence, as determined by
a majority vote of the board members, shall be automatically disqualified for service on the
Commission and shall be replaced by the Youth Advisory Commission, with approval of the City
Manager. Should any member of the Commission move from the City or otherwise become
disqualified for any reason, he/she shall be deemed to have vacated the office. (Ord. No. 93-

SECTION II
If any section, subsection, sentence, clause, phrase, or portion of this orciinance is, for any
reason, held invalid or unconstitutional by any court of competent jurisdiction, such portion shall
be deemed a separate, distinct, and independent provision and such holding shall not affect the
validity of the remaining provisions thereof.
SECTION III
Provision of this ordinance are cumulative and nothing herein shall prevent, alter, or
diminish the applicability or enforcement of other ordinances restricting, regulating, or governing
the subject matter herein.
SECTION IV
All ordinances or portion of any ordinance of the City of Plainview, Texas, in conflict
herewith, are hereby amended to conform with the provisions hereof.
SECTION V
This ordinance shall be of full force and effect upon its passage.
