Ellis First item on the agenda: Approval of September 2002 minutes. Max Browning made motion to approve minutes. Fred Willis seconded the motion. Motion carried 4-0. Second item on the agenda: The request of Cary Eaves for a variance of twenty-eight (28) feet five (5) inches of the required thirty (30) foot front setback and four (4) feet of the required five (5) foot side setback as stated in Section 34 of the Clty of Plainview~ Zoning Ordinance to construct an 18'X21' carport in a Single-family Residential (R-l) Zoning District, and being Block 18, Lot 4, Country Club Addition, Plainview, Hale County, Texas the same being 312 Aileen Street. Cary Eaves is present to answer questions of the Board. John Castro presented the case by showing pictures of the site plan of the carport and a map of the property. There were four (4) responses received from the neighborhood, all in favor of the variance. Fred Willis made motion to grant the variance based on this being the only logical placement for the carport. Max Browning seconded the motion. Motion carried 4-0. Third item on the agenda: The request of Helen Fields for a variance of twenty-two (22) feet of the required twenty-five (25) foot front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 10'X20' carport in a Single-family Residential (R-2) Zoning District, and being Block 3, Lot 3, Shepard-Couch Addition, Plainview, Hale County, Texas the same being 910 W. 26th Street. Helen Fields is present to answer questions of the Board. John Castro presented the case by showing pictures of the site plan and a map of the neighborhood. There were ten (10) responses received from the neighborhood, all in favor of the variance. Max Browning made motion to approve the variance based on positive response from the neighborhood and this being the only logical placement for the carport. John Bickel seconded the motion. Motion carded 4-0. Fourth item on the agenda: The request of Jose Gonzales for a variance of four (4) feet of the required five (5) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a 11'4"X34' carport in a Single-family Residential (R-2) Zoning District, and being Block 3, Lot N50'-6, Gardenville Addition, Plalnview, Hale County, Texas the same being 2507 Sabine Street. Jose Gonzales is present to answer questions of the Board. John Castro presented the case and told the Board this carport has already been constructed without the proper permits or variance request. There were 2 responses received from the neighborhood, both in favor of the variance. Fred Willis made motion to approve the variance request based on this being the only logical place for the carport and positive feedback from the neighborhood. John Bickel seconded the motion. Motion carried 4-0. Fifth item on the agenda: The request of David Davila for a variance of seven feet (7) inches of the required twenty-five (25) foot front setback and four (4) feet of the required five (5) foot side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct an 24'X20' carport in a Single-family Residential (R-2) Zoning District, and being Block 73, Lot S25'-2 N40'-3, Highland Addition, Plainview, Hale County, Texas the same being 1503 Nassau Street. David Davila is present to answer questions of the Board. John Castro presented the case by showing the Board pictures of the property and a site plan of the proposed carport. John Bickel asked about who owns the property adjacent to the property line where the proposed carport will be. David Davila said the property is a rental property owned by Cary Eaves. John Bickel asked what construction materials will be used. David Davila said the carport will be constructed of metal and will be painted to match the house. There were no responses received from the neighborhood. Fred Willis made motion to approve the variance based on this being the only logical place for the carport. John Bickel seconded the motion.
