First item on the agenda: Approval of December 2002 minutes (No January meeting due to
lack of quorum). John Bickel made motion to apprOve minutes. Max Browning seconded the
motiOn. Motion carried 5-0. '
Second item on the agenda: Swearing in of new members - Max Browning & Richard Herrera
Third item on the agenda: The request of Lucy Estrada for a variance of four feet (4) of the
required five (5) foot side setback as stated in Section 34 of the City of Plainview Zoning
Ordinance to construct a 24'X24' building in a Single-family Residential (R-2) Zoning District,
and being Block 1, Lot S30' - 2 & Lot 3, R.B. Jones Addition, Plainview, Hale County, Texas
the same being 1613 Nassau Street. Lucy Estmda is present. John Castro showed the Board
pictures of the property and the site plan for the proposed garage. There were two (2) responses
received and one (1) phone call - all in favor of the variance. John Bickel asked what materials
the garage would be made of. LUcy Estrada said it would be made of metal with a single garage
door. Max Browning made motion to approve the variance based on positive neighbor responses
and this being the only logical placement for the building. Richard Herrera seconded the motion.
Motion Carded 5-0.
Fourth item on the agenda: The request of Joann Underwood for a variance of twenty-four
feet (24) of the required twenty-five (25) foot from setback and four (4) feet of the required five
(5) foot side setback as stated in Section 34 of the City of Plalnview Zoning Ordinance to
construct a 20'X18' carport in a Single-family Residential (R-2) Zoning DiStrict, and being
Block 2, Lot 12, Curtis Addition, Plalnview, Hale County, Texas the same being 309 SE 8m
Street. Joann Underwood is present. John Castro shOwed slide pictures of the property showing
the carport that is already built- the carport was a gift from her children for Christmas. There
were (two) 2 responses received, both in favor of the variance. Fred Willis made motion to
approve the variance based on this being the best logical place for the carport and no negative
response from the neighborhood. John Bickel seconded. Motion carried 5-0.
Fifth item on the agenda: The request of Richard Whitfill for a variance of twenty-one (21)
feet of the required thirty (30) foot front setback as stated in Section 34 of the City of Plainview
Zoning Ordinance to construct a 24'X20' carport in a Single'family Residential (R-l) Zoning
District, and being Block 7, Lot E45'-4 W45'-5, Jr. High Addition, Plainview, Hale County,
Texas the same being 2401 W. 20m Street. Richard Whitfill is present. John Castro showed the
Board pictures of the property and a site plan for the proposed carport. There were no responses
received, either for or against the carport. John Bickel asked what would be used for building
materials. Richard Whitfill said it would be constructed of metal. Fred Willis made motion to
approve the variance based on this being the only logical place for a carport and no negative
response from the neighborhood. Max Browning seconded. Motion carded 5-0.
Sixth item on the agenda: The request of John Gatewood for a variance of six (6) feet five (5)
inches of the required twenty-five (25) foot front setback and four (4) feet four (4) inches of the
required five (5)foot side setback as stated in Section 34 of the City of Plainview Zoning
Ordinance to construct a 24'X20' carport in a Single-family Residential (R-2) Zoning District,
and being Block 2, Lot 13, Curtis Addition, Plainview, Hale County, Texas the same being 311
SE 8th Street. John Gatewood is present. He said the carport has been built for a couple years.
This carport is next door to the fourth item on this agenda. Both carports were built prior to
obtaining variances and permits. John Castro showed pictures of the carport to the Board. There
were two (2) responses received, both in favor of the variance. John Bickel made motion to
approve the variance based on this being the best logical place for the carport. Fred Willis
seconded the motion. Motion carried 5-0.
Seventh item on the agenda: The request of Betty Pena for a variance of twenty-four (24) feet
of the required twenty-five (25) foot front setback and one (1) foot of the required five (5) foot
side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to construct a
12'X21' carport in a Single-family Residential (R-2) Zoning District, and being Block 63, Lot 9,
Highland Addition, Plainview, Hale County, Texas the same being 1400 Joliet Street. Harley
Redin is present for Betty Penm He said he wants to give this carport to Ms. Pena as a late
Christmas present. John Castro presented the case by showing the Board pictures of the property
and a site plan of the proposed carport. There was one (1) response received - it was in favor of
the variance. John Bickel made motion to approve the variance based on positive neighbor
responses and this being the only logical placement for the building. Max Browning seconded
the motion. Motion carded 5-0.
Eighth item on the agenda: The request OfLeonel G. Esquivel for a variance of twenty-three
(23) feet six (6) inches of the required thirty (30) foot front setback and seven (7) feet of the
required eight (8) foot side setback as stated in Section 34 of the City of Plainview Zoning
Ordinance to construct a 19'X24' carport in a Single-family Residential (R-1) Zoning District,
and being Block 1, Lot 2, Country Club Addition, Plainview, Hale County, Texas the same being
2202 Norma Street. Leonel Esquivel is present. John Castro showed the Board pictures of the
property and a site plan of the proposed carport. There were two (2) responses received - both in
favor of the variance. Max Browning made motion to approve the variance based on positive
response from the neighborhood and this being the best logical placement for the carport.
Richard Herrera seconded. Motion carried 5-0.
Ninth item on the agenda: The request of Clinton Thrasher on behalf of Charlotte Hembree for
a variance of twenty-nine (29) feet of the required thirty (30) foot front setback as stated in
Section 34 of the City of Plainview Zoning Ordinance to construct a 12'X24' carport in a Single-
family Residential (R-l) Zoning District, and being Block 9, Lot 1, High School Addition,
Plainview, Hale County, Texas the same being 2011 W. 21st Street. Clinton Thrasher called John
Castro earlier in the day to let him know he would be unable to attend the meeting. According to
Clinton Thrasher, this carport is to be a surprise for Charlotte Hembree on behalf of her children.
He showed the Board pictures of the property and a site plan of the proposed carport. There
were five (5) responses received - all in favor of the request. Fred Willis made motion to
approve the variance based on positive response from the neighborhood. John Bickel seconded.
Motion carded 5-0.
