BOARD OF ADJUSTMENT
MINUTES
November 24, 1997
Board of Adjustment members present: Chairperson Whit Hunt, Mary Ann Escamilla,
Fred Willis, and Ray Jameson, and John C. Bickel
Staff Members present: John Castro, Director of Community Services, and Debra
Washington, Secretary of Community Services.
Others present: R S Douglas
The meeting was called to order by acting chairperson, Whit Hunt.
The minutes were read and motion made to approve by Ray Jameson and second by
John C. Bickel.
Minutes are approved as read.
First item on the agenda is BA Case #1290
The request of R.S. Douglas for a variance of fifteen feet six inches (15' 6") feet of the
required front setback of thirty (30) feet as stated in Section 34 of the City of Plainview
Zoning Ordinance to build a 12' X 24' carport a R-1 Zoning district, and being Lot 16,
Block 6, Country Club Addition, Plainview, Texas the same being 107 Juanita Street.
John Castro presents this case. Mr. Douglas is requesting 15' 6" of the front setback
to build a 12' x 24' carport. The entire front setback is 30'.
There were two responses: Melinda Reese of 103 Aileen and Dickey Barton of 97
Thomas Boulevard. Both responses were favorable.
Fred Willis asks if he is only covering the driveway.
Mr. Douglas replies yes.
Ray Jameson asks how will it be secured.
R S Douglas says not with corrugated but with ridged siding.
John Castro states perhaps it will be similar to Dean Willis' carport.
Fred Willis says maybe it is and questions if it should be 6" wider.
Fred Willis makes a motion to approve the request of R S Douglas.
Whit Hunt asks what if the back side of the sidewalk is 39'.
John Castro replies the set back might be further back. In a R-2 zone, the front
setback is 30'. The house is 24' and add 15'. The sum is 39'. Mr. Douglas needs a
variance of what is left.
Mr. Castro worked this on paper and went to paving schematic, subtracted width from
Right of Way, figured the lot line and came up with 15' 6".
Ray Jameson seconds the motion.
The motion passed 5-0.
With no further business, the meeting adjourned.
