BOARD OF ADJUSTMENT
MINUTES
July 29, 1997
The meeting was called to order by Acting Chairman, Betty Gonzales
Board Members Present: Fred Willis, Richard Miller, Veronica Guiterrez,
and Ray Jameson.
Staff Members Present: John Castro, Director of Community Services, Naomi Torres
Montelongo, Secretary of Public Works.
Ray Jameson made a motion to approve the minutes of the last meeting as written,
seconded by Veronica Guiterrez. Motion passed 4 - 0.
Fred Willis requests to table BA Case #1278 and BA Case #1279 until the next meeting.
Motion second by Veronica Guiterrez.
The next item on the agenda, BA Case # 1280,
The request of Jim Franklin for a variance of thirteen (13) feet six (6) inches of the
required twenty (20) feet rear setback as stated in Section 34 of the City of Plainview
Zoning Ordinance to build an (30'x 24') garage in a R-1 Zoning district, and being Lot 10,
Block 1, of the Bains Addition, Plainview, Texas the same being 1004 Vernon Street.
Mr. Franklin comes to the front and replies that he is requesting this because of the way
the house is built.
A council member asks if there are utility lines in the way of this project? Mr. Franklin
does not believe there are any. He brought pictures of the property. There are about 20'
feet between the shed and the house.
A council member asks about the response letters. None are noted.
Motion made by Veronica Guiterrez to grant the request for variance.
Second by Fred Willis.
Motion passed 4-0.
The next item on the agenda, BA Case #1281,
The request of Liborio Garcia for a variance of six (6) feet of the required twenty-five (25)
feet front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to
build an (20'x 18') Carport in a R-2 Zoning district, and being Lot C/50'-3, Block 2, of the
Gardenville Addition, Plainview, Texas the same being 2511 Rochelle Street.
Mr. Garcia is asked to step forward. He states his name in Spanish as well as his
presentation. He would likb"? have a carport to save his vehicleS~.~Om the weather, and
by putting the post where he has indicated, it would be better. Fred Willis asked if the
carport will be bigger than the one previously there. Mr. Garcia says it will be a little
larger for two vehicles. Fred Willis asks how far across the front of the house will it
extend? He replies it will be a foot wider. Mr. Garcia does not want to break his
concrete.
Fred Willis' makes the motion to grant the request for variance.
Second by Mary Ann Escamilla.
Motion passed 4-0.
With no further business, the meeting was adjourned.
