HomeMy WebLinkAbout06.24.1997 BA Minutes CITY OF PLAINVIEW BOARD OF ADJUSTMENT MINUTES June 24, 1997 The meeting was called to order by Acting Chairman, Ray Jameson. Board Members Present: Fred Willis, Betty Gonzales, Veronica Guiterrez, and Ray Jameson. Staff Members Present: John Castro, Director of Community Services, Naomi Torres Montelongo, Secretary of Public Works. Others present: Travis Thornton, Reba B. Walker, J.H. Walker, Mr. Anastacio Alcala, and Mr. Oscar Ortega. Betty Gonzales made a motion to approve the minutes of the last meeting as written. First item on the agenda is BA Case #1274 The request of Travis Thornton on behalf of Gene McLain for a variance of five (5) feet of the required eight (8) feet side setback as stated in Section 34 of the City of Plainview Zoning Ordinance to build a carport in an R-1 Zoning district, and being Lot 14, Block 2, of the Day Addition, Plainview, Texas the same being 1506 Dallas Street. John Castro presents this case, the car port will be on the left side of the house. They are requesting five feet of the required setback. The carport will be the length of the house and no variance is required for that. It will be 11 feet and 8 inches wide. Mr. Thornton is asked to come and present his case. The reason for the request is the property being to the north was not wide enough for the 8, setback which would have put the car port post in the middle of the drive way. It will not be attached to the house, it will be a free standing struCture and will not go over the property line. It lines up with the fence. There is a gate in the corner so Gene McClain can park under the car port. Motion made by Fred Willis to grant the variance. Second by Betty Gonzales. Motion passed 4-0. Next item on the agenda is BA Case #1275 The request of Reba Bradshaw Walker for a variance of eight (8) feet of the required eight (8) feet side setback and nineteen (19) feet of the required twenty-five (25) feet front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to build a (17' x 24') carport in an R-1 Zon~ng district, and being Lot 6, El0' of L~'5, Block 10, of the High School Addition, Plainview, Texas the same being 2001 W. 20th Street. Mr. Walker wants to use the 19' and concrete slab has already been poured and need the 8' setback. Mr. Walker is requesting to have a car port large enough for two vehicles. His neighbor to the west and across the street have no objection to the car port. There are several car ports in the area. Mr. Jameson replied he could not tell by the drawing how far the car port would extend to the tree. Mr. Walker stated it would be close to the tree but not beyond it There was one response from Faye Thurman of 2000 W. 20th Street and she was in favor of the request. There were no negative responses. Motion made by Fred Willis to grant the variance. Second by Betty Gonzales. Motion passed 4-0. Next item is BA Case #1276 The request of Anastacio Alcala for a variance of ten (10) feet of the required fifteen (15) feet side setback (Commercial abutting a Residential) as stated in Section 34 of the City of Plainview Zoning Ordinance to build a (27' x 37') storage garage in an C-2 Zoning district, and being Lot 9, Block 15, of the Highland Addition, Plainview, Texas the same being 1708 W. 11th Street. John Castro presented a video of the location. Mr. Alcala is asked to come forward. He is asking for the variance to, have a back yard shop to put his vehicles in it; a 10' variance because of the gas and sewer line are close to the location he is requesting the variance. Mr. Jameson asked about the access to the garage. Mr. Alcala's access to it will be on Quincy Street. Mr. Alcala owns all the property. How close will it be other properties? It will be 26' from other properties is the reply from Mr. Alcala. It is a 180'1ot. Betty Gonzales makes the m~Otion to grant the variance. . ,J Second by Veronica Guiterrez. Motion passed 4-0. Next item is BA Case #1277 The request of Oscar Ortega for a variance of Seven and one-half (7¥~) feet of the required twenty-five (25) feet front setback as stated in Section 34 of the City of Plainview Zoning Ordinance to build a (8' x 16') porch addition in a R-2 Zoning district, and being Lots 35-36, Block 9, of the Frisco Addition, Plainview, Texas the same being 1017 Davidson Street. John Castro presented this case, he already has a contractor to do the work. He wants to extend the porch and that is why he is requesting this variance. Mr. Ortega is asked to come forward. He wants to have a porch built. Betty Gonzales makes the motion to grant the variance. Second by Fred Willis. Motion passed 4-0. With no further business, the meeting adjourned.
