Board Members Present: Chairman, Whit Hunt, Fred Willis, Ray Jameson, and Veronica Gutierrez. Staff Members Present: John Castro, Director of Community Services, Dolores Montelongo, Secretary of Community Services. Others Present: Linda Jaynes, Miguel Hernandez Fred Willis made a motion to approve the minutes of the last meeting as written, seconded by Ray Jameson. Motion passed 4 - 0. John Castro presented BA Case #1272, the request of Linda Jaynes on behalf of the Hale County Appraisal District for a variance of 11 of the required 33 parking spaces to provide parking for the Hale County Appraisal. Mr. Castro presented a video and overhead map of the area. Mr. Castro stated the staff recommends 22 parking spaces. Mr. Castro said there is no problem with the 11 parking spaces there, since there are usually no more than 10 cars present at one time. Linda Jaynes, Chief Appraiser for the Hale County Appraisal office said approximately 25 to 45 people visit the appraisal office a day. Ms. Jaynes said during the busiest period approximately 100 to 150 people visit per day. Ms. Jaynes explained the appraisal office has no availability to buy other land. Mrs. Jaynes said the church and funeral home overlap their parking spaces more often then the appraisal office overlaps on them. Ms. Jaynes said the committee considered relocating, however it would be very expensive. Whit Hunt asked Ms. Jaynes why the appraisal office hasn't tried reaching an agreement of sharing parking facilities with the church instead of going through the Board? Ms. Jaynes responded the Board Chairman of the appraisal office wanted to try to get a variance first. If the Board of Adjustment does not grant the variance, then the appraisal office must try to reach a joint park agreement with the church. Ray Jameson asked why the appraisal office does not reach a parking agreement with the church? Whit Hunt said each variance stands on its own merit, however, this might set a precedent with the citizens. The Board does not want the citizens to think there are favorites. Mr. Hunt would like the appraisal office to try the joint parking agreement with the church and if it does not go through, then go before the Board of Adjustment. Ray Jameson made a motion to deny Ms. Jaynes's request stating he would like the appraisal office to try to reach a parking agreement with the church, seconded by VeroniCa Gutierrez. Motion passed 4 - 0. John Castro presented BA Case #1273, the request of Miguel Hernandez for a variance of 14 feet of the required 25 feet front setback int eh Plainview Zoning Ordinance to build a 10' x 24, carport at 1407 W 26th St. Mr. Castro presented a map and video of the area. Mr. Castro said the staff has no problem with the variance. Mr. Castro said one of Mr. Hernandez's neighbors also has a carport. Miguel Hernandez came forward and explained the reasons for his request. Mr. Hernandez said he would like to build a single vehicle carport to protect his vehicle from the sun and birds. Ray Jameson made a motion to approve Mr. Hernandez's request, seconded by Fred Willis. MotiOn paSsed 4.0. With no further business to discuss, the meeting was adjourned.
