BOARD OF ADJUSTMENT
MINUTES
MAY 30, 1996
The meeting was called to order by Chairman, Whit Hunt.
Board members present were: Chairman, Whit Hunt, Betty Gonzales, Ray Jameson,
Veronica Gutierrez, and Joe Ed Sullivan.
Staff members present were: John Castro, Director of Community Services, and Debra
Harris, Secretary of Community Service.
Betty Gonzales made a motion to approve the minutes of the last meeting as written,
motion seconded by Joe Ed Sullivan. Motion passed, 5- 0.
John Castro, Director of Community Services presented BA Case 1255, the request of
Deen Estes, for a variance of three(3) feet of the eight (8) feet side setback and fifteen
and one half {15~/~) feet of the thirty (30) foot front set back as required in Section 32 of
the City of Plainview Zoning Ordinance, for a carport in a Residential-1 Zoning District
and being BIk 1, lot 11 of the Country Club Addition, known as 2308 Norma. Mr. Castro
presented a video of the area showing that the carport is existing, and other carports in
the area. He pointed out that Mr. Estes had not requested a building permit or a variance
until after the carport was built.
Deen Estes, 2308 Norma, came forward to answer questions from the Board. He
explained that he had purchased the carport, and when the weather cleared enough to
move it, he and his son moved it and set it up in the same day.
Joe Ed Sullivan asked why Mr. Estes did not get a building permit. Mr. Estes said he
was not aware that he needed one and went to the City Building Department as soon as
he found out he did.
Betty Gonzales asked what Mr. Estes did for a living. Mr. Estes replied that he worked
for the Texas Hwy Dept.
John Castro read several comments received by mail all in favor of the variances.
Joe Ed Sullivan made a motion to approve the request of Deen Estes, seconded by Betty
Gonzales. Motion passed 5 - 0.
With no further business to discuss, the meeting was adjourned.
