MINUTES
The City of Plainview Board of Adjustment was called to order by Acting Chairman Eddie
Sessions.
Board Members present were: Betty Gonzales, Eddie Sessions, Ron Trussler, and Whit
Hunt.
Staff Members present were: Muff London, Director of Community Development.
Ron Trussler made a motion to approve the minutes of the last meeting as written,
seconded by Betty Gonzales. Motion passed 4 - 0.
BA CASE 1221: The request of Barbara Crowell for the allowance of a mobile home with
a carport to be parked on the back property in a Residential - 2 Zoning District and being
Lot 11, Block 2 of the Riverside Addition (804 Joliet), was presented by Muff London,
Director of Community Development, with the use of video of the property and
transparencies. Ms. London stated that her office had receive no responses regarding
this variance. Betty Crowell was present. Ron Trussler made a motion to approve the
request with the following exceptions;
mobile home with single carport, no closer than 3 ft. from side property line and
5 ft. from rear;
Barbara Croweil must live in home;
parents live in mobile home, exception is invalid upon their leaving;
water shed from carport not on neighbors property.
Motion was seconded by Betty Gonzales. Motion passed 4 - 0.
BA CASE 1222: The request of Joe Alfaro on behalf of AIIsup's for the following
variances:

18 of the 20 feet required front setback for a canopy:
22 of the 30 feet required front setback for gasoline pump island;
12 of the 20 feet side setback for a canopy;
16 of the 30 feet required side setback for a gasoline pump island;
as stated in Section 34 in a Commercial - 2 Zoning District for the 100 X 158.8 feet of the
SW corner of Block 80 of the COllege Hill Addition (2620 Olton Road), was presented by
Muff London, Director of Community Development. There were no responses to Ms.
London's office regarding this variance. Mark AIIsup, from AIIsup's was present. Whit
Hunt asked why the pumps had to be located 46 feet from sidewalk. Mark Allsup stated
the area was needed for traffic of customers pulling up and backing out. Whit Hunt asked
what the volume of gasoline sold at this location. Mark AIIsup stated around 3,000
gallons per week. Whit Hunt wanted to know if both pump islands would be necessary
for 12,000 gallons a month. Mr. AIIsup stated that the cost of the canopy and remodeling
necessitated a larger volume of gas be sold and it was proven that multiple pumps
increased the sales volume. Whit Hunt asked where the canopy and pumps would be
located as far as the car lot beside the store. The video was reviewed to address this
concern. Whit Hunt asked if there were any plans to widen Olton Road. Ms. London
stated, she was not aware of any plans. She stated the road was wider along the Sonic
Drive In and that the road in front of AIIsups probably wouldn't be widened anymore that
5 to 6 feet. Run Trussler made a motion to approve the variance as presented by staff,
seconded by Betty Gonzales. Motion failed with a 3 - 1 vote, with Whit Hunt voting
against. Ms. London stated that she would like to see a compromise made on this
variance so AIIsup's could go ahead with the project. London stated that probably 90%
of the gas pumps in Plainview were closer than the 30 foot setback. Run Trussler
express his view that the ordinance needed to be reviewed.
Whit Hunt made a motion to approve:

Eddie Sessions seconded the motion. Motion passed 4 - 0.
With no further business to discuss, the meeting was adjourned.
