HomeMy WebLinkAbout14 0211 Council minutesThe Plainview City Council met on February 11, 2014 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:30 p.m. on February 7, 2014. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner -
District 2, David Garcia - District 3, V. O. Ortega- District 4, Susan Blackerby- District 5,
Lionel Garcia - District 6 and Eric Hastey- District 7.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder - Assistant City
Manager, Leslie Pearce -City Attorney, William Mull - Police Chief, Mike Gilliland- Director
of Public Works, Rusty Powers -Fire Chief, Isauro Gutierrez - Information Technology
Specialist, Sarianne Beversdorf- Director of Finance and Belinda Hinojosa -City
Secretary.

Councilmember Starnes delivered the invocation and led in the pledge of allegiance.
Councilmember Ortega moved to adopt the consent calendar. The motion was duly
seconded by Councilmember David Garcia and carried by unanimous vote. Items
approved on the consent calendar included the approval of the minutes of January 23,
2014 and January 28, 2014.
Mayor Dunlap presented for consideration on second reading, Ordinance No. 14 -3607,
an Ordinance Authorizing the Offering of Health Benefits Coverage to City of Plainview,
Texas Retirees; Repealer; Conflicts Clause; Severability Clause; Open Meetings
Clause; and Effective Date. Since this was the second of two readings, the Council
chose to forego the staff briefing and asked for public comment. There was no public
comment.
Mayor Pro Tem Waggoner moved to approve Ordinance No. 14 -3607 on second reading.
The motion was duly seconded by Councilmember Blackerby.
Councilmember Lionel Garcia stated this is a step in the right direction that we are taking.
A lot of work has gone into transferring everything and he feels this will be a big savings
for the City and will not reduce any coverage that the retirees have or will receive. He
thanked everybody that was involved in getting it together.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Jeffrey Snyder, Assistant City Manager presented for consideration and to take necessary
action regarding award of construction contractor bids for HOME Grant. He presented
some background information on the HOME grant program.
The Council will need to approve contractor bids and homeowner's list. Two bidders were
received as follows:
1) Qualls Custom Homes, Abernathy, Texas, Base bid - $69,735.00; altemate
$15,157.00 fora total of $84,892.00;

2) S & T Custom Homes, Sanger, Texas, Base Bid - $86,000.00; altemate -
$21,717.00 fora total of $107,717.00
The altemate includes carport, washer, dryer, dishwasher, garbage disposal, tankless
water heater, demolition and disposal. The maximum available is $85,000 and the bids
meet specifications. These homes will be brick homes. Staff recommends approval with
alternate add on options to Qualls Custom Homes.
Mayor Dunlap asked for public comment. There was no public comment. Councilmember
Starnes moved to award bid to Qualls Custom Homes in the amount of $84,892.00. The
motion was duly seconded by Councilmember Ortega.
Councilmember David Garcia asked if people had time to remove stuff from their house.
He was advised that they would be given sufficient notice.
Councilmember Hastey asked if they could take refrigerator etc. from that house and he
was advised that was the homeowner's option.
Councilmember Blackerby asked if they had central heating and air. She was advised
they do have central heat and air and they would be energy efficient and meet minimum
building codes.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Mr. Snyder presented to review and approve Homeowner list for HOME grant. This
authorizes SPAG to submit owner's list once they meet program requirements such as
financial information, clear title, evidence of ownership, current on taxes, and site specific
environmental clearance. Once all documentation is complete, SPAG submits
homeowner names. At this time only ten homeowners are on list and two are on waiting
list that are in a flood zone.
We had 26 applicants, some were over the income requirements, some walked away and
some just wanted minor repairs. There is no guarantee of funding on this; we will submit
to state if HOME grant money is available. Staff recommends approval.
Mayor Dunlap asked for public comment. There was no public comment. Councilmember
Starnes moved to approve list of homeowners for submission for HOME grant. The
motion was duly seconded by Mayor ProTem Waggoner.
Councilmember Lionel Garcia questioned reason for numbering. He was advised that
they would be submitted once all documentation was received; regardless of order.
Councilmember Starnes asked about the two on waiting list. He was advised they would
have to get through eight step process and they may have to be relocated to other lots that
are not in the flood zone. He encouraged that this program continue to be available.
Mayor Dunlap added that these homes will be completely demolished and rebuilt with
everything brand new.
Councilmember Hastey asked if applicants had been made aware that property taxes
would go up. He was advised that the applicants were notified from the very beginning

and were advised they would need to have insurance during the affordability period.
Councilmember Stames stated with a new energy efficient house that costs will be
significantly reduced and will offset any tax increase.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:23 p.m.
