HomeMy WebLinkAbout14 0225 Council minutesThe Plainview City Council met on February 25, 2014 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting
was posted in City Hall at 4:15 p.m. on February 21, 2014. Mayor Wendell Dunlap
presided. Councilmembers present were: Charles Starnes - District 1, Cathy Waggoner -
District 2, David Garcia - District 3, V. O. Ortega- District 4, Susan Blackerby- District 5,
Lionel Garcia - District 6 and Eric Hastey- District 7.
Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder- Assistant City
Manager, Leslie Pearce -City Attorney, William Mull - Police Chief, Mike Gilliland- Director
of Public Works, Rusty Powers -Fire Chief, Isauro Gutierrez - Information Technology
Specialist, Sarianne Beversdorf- Director of Finance and Belinda Hinojosa -City
Secretary.

Councilmember David Garcia delivered the invocation and led in the pledge of
allegiance.
Mayor Pro Tem Waggoner moved to adopt the consent calendar. The motion was duly
seconded by Councilmember David Garcia and carried by unanimous vote. Items
approved on the consent calendar included the approval of the minutes of February 6,
2014 and February 11, 2014; approval of the financial reports; and authorize purchase
of SCBA Air Compressor through Houston Galveston Area Council (HGAC) in the
amount of $42,158.00.
Mayor Dunlap called on Linda Morris, Executive Director of the Chamber of Commerce.
Mrs. Morris introduced Sarah Castillo who presented the quarterly main street report.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to accept the report. The motion was duly seconded by
Mayor Pro Tem Waggoner.
Councilmember Lionel Garcia congratulated them on the job they are doing and told
them it was awesome that they were looking at all these areas.
Discussion was had on allowing funding for repairs and alterations in downtown. It was
also asked if we could receive a financial report. Also, questions were asked on the
facade grant and getting information out for new businesses.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Belinda Hinojosa, City Secretary presented for consideration Resolution R14 -307, a
Resolution of the City of Plainview calling and setting the date for the Regular Municipal
Election; Designating the election of a Councilmember for Districts 1, 2, 3, and 4
respectively; Designating districts and polling places for Districts 1, 2, 3, and 4;
Designating Early Voting Dates and Setting two twelve hour days for early voting as

required by Section 85.005 (d) of the Texas Election Code; and posting Notice of
Election. This Resolution calls and sets the date for the May 10, 2014 election for
Councilmembers District 1, 2, 3 and 4. It sets the polling places for District 1 — Ash
Elementary, District 2 — Hillcrest Elementary School, District 3 — Highland Elementary —
and District 4 — La Mesa Elementary. Early Voting will be April 28, 2014 thru May 6,
2014 at City Hall. The Resolution also sets out two twelve hour early voting days as
Tuesday, April 29 and Tuesday, May 6. She also added that the candidate filing period
will be from January 29, 2014 thru February 28, 2014. The write -in deadline is February
28, 2014 at 5:00 p.m.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Lionel Garcia moved to approve Resolution R14 -307. The motion was
duly seconded by Councilmember V. O. Ortega.
Councilmember Hastey asked about determination about weekday or Saturday. He was
advised that regular early voting is held during weekday and Election Day is on a
Saturday and that gives the citizen a Saturday voting day.
Councilmember Lionel Garcia asked about the write -in candidate period being the same
as the regular deadline. Mrs. Hinojosa stated that somehow this was changed by the
legislature for the May uniform election date from the previous years which allowed five
days after the regular filing period.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Chief William Mull presented the 2013 Racial Profiling Report.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Ortega moved to accept the 2013 Racial Profiling Report. The motion
was duly seconded by Councilmember Starnes.
Councilmember Starnes asked about the Wayland police department. Chief Mull stated
that on campus incidents did not affect our report, only incidents occurring off campus.
Questions were asked on whether gender or age was a factor in the Report. He said
age and gender were not reported.
Mayor Dunlap asked for a vote on the matter. The motion carried by unanimous vote.
Mayor Dunlap thanked Chief Mull for his 40 plus years of service to the City.
Mayor Pro Tem Waggoner moved to go into closed session to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a
public officer or employee, or to hear a complaint or charge against an officer or
employee. [Tex. Gov't. Code, Section 551.074]. Police Chief and City Manager. The
motion was duly seconded by Councilmember Starnes and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 8:00 p.m.
Mayor Dunlap called the meeting back in open session at 8:59 p.m.

Mr. Greg Ingham, City Manager presented information regarding police chief position.
He stated that we have gone through lengthy process and used search firm. We had 40
applicants. He recommended hiring Ken Coughlin as new police chief for the city. Ken
is from Wichita Falls and has 26 years in law enforcement experience; most recently he
has been involved in real estate. He stated he is asking the Council to consider
confirming that appointment.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Starnes moved to approve the recommendation of City Manager and
accept Ken Coughlin as new police chief. The motion was duly seconded by Mayor Pro
Tem Waggoner and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 9:02 p.m.
