HomeMy WebLinkAboutR14-312RESOLUTION R14 -312 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF THE PLAINVIEW Y.M.C.A. TO HOST THE "Y.M.C.A. ANNUAL MINI — TRIATHLON "; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates FM Rd 3466 (S.W. 3 Street) and Hwy 194 (Quincy Street) in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from the Plainview Y.M.C.A. on February 20, 2014 for police assistance in its annual mini - triathlon; and WHEREAS, the Y.M.C.A. mini - triathlon will include three events: (i) Swim (inside of club); (ii) Run (in the Runningwater Draw Regional Park); and (iii) Bike Race (Ennis Street and S.W. 3 Street). This mini - triathlon will start at the Y.M.C.A. 313 Ennis Street at 8:30 a.m. and will end at 11:00 a.m. at the Y.M.C.A.; and WHEREAS, the bike race starts at the Y.M.C.A. after the swimming competition. The riders will travel south to S.W. 3 Street, then turn east on S.W. 3 Street. Continuing east they will turn around on the Tommy Lewis Industries parking lot at 208 S. Columbia Street without crossing the intersection of S.W. 4 and Business 1 -27 (Columbia Street). After turning around, the riders will then be going west on S.W. 3rd Street, making a right on Ennis Street and finishing at the Y.M.C.A; and WHEREAS, the City Council of the City of Plainview finds that such event serves a public purpose in that it increases the public awareness in the importance of physical fitness; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Y.M.C.A. annual mini - triathlon be held this year on Saturday, May 17, 2014 and use the above referenced routes; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right -of -Way for use of Hwy 194 (Quincy Street) and FM Rd 3466 (SW 3 Street) in such public events as this Mini - Triathlon sponsored by the Plainview Y.M.C.A.; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. Res. R14 -312 Y.M.C.A. Mini - Triathlon 175 176 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: The request from the Plainview Y.M.C.A. to host their annual mini - triathlon on Saturday, May 17, 2014, is hereby approved. The public purpose of this event is to increase the public awareness in the importance of physical fitness. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY with the Texas Department of Transportation is hereby approved. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT -OF -WAY to complete the Plainview "Y.M.C.A. annual mini - triathlon" preparation process.
