HomeMy WebLinkAbout14 0614 Council minutesThe Plainview City Council met on June 14, 2014 at 8:00 a.m. at the Plainview Convention Center, 2902 W. 4 Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 2:00 p.m. on June 10, 2014. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes - District 1, Larry Williams - District 2, Norma Juarez - District 3, Teressa King - District 4, Susan Blackerby- District 5, and Eric Hastey- District 7. Councilmember Lionel Garcia was absent. Staff members present were: Greg Ingham -City Manager, Jeffrey Snyder - Assistant City Manager, Leslie Pearce -City Attorney, Ken Coughlin - Police Chief, Mike Gilliland - Director of Public Works, Rusty Powers -Fire Chief, Sarianne Beversdorf- Director of Finance and Belinda Hinojosa -City Secretary. Guests Present: Dr. Mike Mowery Councilmember Susan Blackerby delivered the invocation. The Council granted an excused absence to Councilmember Lionel Garcia. Dr. Mike Mowery facilitated the Strategic Planning workshop. The Council provided the following responses to the question, "How do we want to be known as a city ?" Reputational Drivers: • Can do City • Hometown — the place to come. • Faced adversity and overcame it • A place of growth and opportunity • A place where the medical field thrives • New educational opportunities • Exceling in communication about how the city works • Citizen pride • Economic opportunities • Uses natural resources effectively • Community involved in Town Hall meetings • Wise use of social media and PR • Community Digital Board • Unique How should things ideally work in this organization? Operational Drivers: • Transparency • Perception of Code Group • Understanding of Roles between Council and staff and between departments • Infrastructure — all maintained and ready for development • Teamwork — with Trust between Council and staff City Council Minutes June 14, 2014 Page 1 of 3 325 326 • Honest communication • Customer Friendly staff • Have clear common goals between council and staff • Free flow information — open door policy • High Accountability • Excel in Communication both internally and externally The Council attempted to clarify their vision for the future by identifying the most important aspects of the future that they wanted for the city. They selected the following five things as the most important pillars of vision: 1. Economic Development 2. High Quality of Life /Amenities 3. Structured Plan for Improved Infrastructure 4. Citizen Pride and community involvement 5. Highly trained staff with a customer service focus Using those pillars as guideposts for their vision, the Council identified five major milestones to move toward over the next five years. • Begin working towards acquiring land and develop industrial park • Pre - planned infrastructure strategy for the future growth of the city • Improve quality of life by adding amenities • Make dramatic improvements in customer satisfaction • Promote the revitalization of downtown The Council identified three goals for each milestone. These goals are things the city can reach, or at least make significant progress in reaching within the next 12 — 24 months. • Milestone 1: Begin working towards acquiring land and develop industrial park Gain city /county cooperation and determine level of support Locate and secure land using brokers Begin planning of infrastructure through a consulting firm • Milestone 2: Pre - planned infrastructure strategy for the future growth of the city Put out RFP for infrastructure and design for both sides of 1 -27 and existing unserved business areas Get plan together for Water Re -use Start improvements on sidewalks on Broadway • Milestone 3: Improve quality of life by adding amenities Finish skate park by raising funds through grants, public and private funds Recruit volunteer organizations and probationers for city /neighborhood clean -up in targeted neighborhoods and provide city equipment and staff when available Expand hike and bike trails using private and public funding Examine tourism possibilities such as railroad excursion, waterpark, family oriented RV park and museum • Milestone 4: Make dramatic improvements in customer satisfaction Look at doing an employee survey to ask what their understanding and view of the organization City Council Minutes June 14, 2014 Page 2 of 3 Move towards team building meetings around core values Start education program on how city works using social media and citizen academies • Milestone 5: Promote the revitalization of downtown Use economic development incentives such as PID and tax abatements to encourage investment Create an overall plan for downtown revitalization Evaluate codes in relation to historic and existing buildings There being no further business, Mayor Dunlap adjourned the meeting at 12:34 p.m. Belinda Hinojosa City Secretary City Council Minutes June 14, 2014 Page 3 of 3 327
