The City Council met on May 22, 2003 at 11:30 a.m. at the Plainview Convention
-Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was
posted in City Hall at 11:00 a.m. on May 19, 2003. Mayor John C. Anderson presided.
Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2,
Belinda Pena-District 3, John N. Bertsch-District 4, Buddy McGehee-District 6 and
Councilmember Irene Favila-District 7. Councilmember Ross Owen-District 5 was
absent.
Staff members present were: Jim Jeffers-City Manager, Dale Simpson-Director of Civil
Service, E~rice Clements-Assistant Director of Public Works/Engineer, Will Mull-Police
Chief, Jack Keller-Budget Manager, Wally Hatch-City Attorney, John Castro-Director of
Community Services, John Berry-Director of Public Works, Gary Glass-Fire Chief, Rusty
Reese-Parks Superintendent, Elizabeth Regner-Assistant City Manager and Belinda
HinojosaoCity Secretary.
Councilmember Buddy McGehee delivered the Invocation.
Mayor John C. Anderson asked whether the Council would be interested in having a
minister from the Plainview Ministerial Alliance come in and give the invocation at the
Tuesday meetings. It was agreed by the Council that such was a good idea as long as
all denominations were represented.
Mayor Anderson stated he would like to have more recognitions at the Council
meetings. He stated it would get more people to attend the Council meetings and they
would have a positive relationship with the City. Such is to be placed on the next
agenda for discussion.
The Council and staff reviewed the agenda for the City Council meeting of May 27,
2003.
Brice Clements presented a status report on the Wastewater Treatment Plant. He
stated that 8.1 million dollars had been paid out on the project, with the project being
95% complete.
Mayor Anderson stated the City would be having its second Economic Development
Strategic Planning Session on May 27, 2003 with the City broadening the list of
participants. He reminded the Council that the City is a leader in economic
development because it is the City's infrastructure, as well as the City's resources,
which make economic development a possibility in our community. Bill Shelton of
Community ID has agreed to serve as moderator for the Strategic Planning Session.
Jim Jeffers, City Manager stated he needed to know from the Council whether to
proceed with the public shooting range. The range would be located east of the
Plainview Waste Water Treatment Plant on City property. This area currently houses
the police firing range that is utilized by the Police Department, Hale County and the
Department of Public Safety. The range would need to be reworked to accommodate a
25-yard handgun range and a 200-yard rifle range. The range would have a
classroom/storage building and fencing would be needed to enclose the entire facility. It
would need an all weather road for access built on the north side of the Plant and the
range would need utilities.

.He gave the following .as areas of concern: (1) liability of a City range; (2) insurance; (3)
"~staffing personnel, (4) cost of maintaining the range and (5) fees for range. He stated
the estimated initial costs for the range would be $106,763.72.
Councilmember Tipton stated the City provides baseball fields and softball fields for
public use, it Should also provide a range for people who are interested in this.
Councilmember Bertsch stated ranges have good safety records.
Councilmember McGehee stated his concern would be the indefinite feature of labor; he
would like to see the personnel aspect better defined.
City Manager Jim Jeffers polled the Council: Councilmembers Tipton and Bertsch
stated they were in favor of looking into the matter further; Mayor Anderson and
Councilmember McGehee stated they were against looking into the matter further and
Councilmembers Shanes, Pena and Favila were undecided. It was agreed the matter
would be tabled.
There being no further business, the meeting was adjourned at 12:32 p.m.
