The Plainview City Council met on May 27, 2003 at 7:00 p.m. in the City Council
Chambers of the Plainview City Hall at 90~1 Broadway. The agenda for this meeting
was posted in City Hall at 10:00 a.m. on May 21, 2003. Mayor John C. Anderson
presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-
District 2, John N. Bertsch-District 4, Ross Owen-District 5, Buddy McGehee-District 6
and Councilmember Irene Favila-District 7..Councilmember Belinda Pena-Distdct 3
was absent.
Staff members present were: James P. Jeffers-City Manager, Wally Hatch-City
Attorney, John Berry-Director of Public Works, Will Mull-Chief of Police, Dale Simpson-
Civil Service Director, Gary Glass-Fire Chief, and Belinda Hinojosa-City Secretary.

Rev. Drew Travis delivered the invocation.
The Girl Scouts led in the Pledge of Allegiance.
Councilmember Shanes moved to adopt the consent calendar. The motion was duly
seconded by Councilmember Tipton and carried by unanimous vote. Items approved
on the Consent Calendar included: approval of the minutes of May 13, 2003 and May
22, 2003; receipt of departmental reports; approval of expenditures and the granting of
an excused absence to Councilmember Belinda Pena. The Council approved upon
second reading, Ordinance No. 03-3382, an Ordinance of the City of Plainview, Texas
Providing For the Amendment of Ordinance No. 99-3234 to Eliminate Three Positions
in the Equipment Operator Classification; Severability Clause; Cumulativeness
Clause; Conflicts Clause; Publication Clause; and Effective Date. This ordinance
eliminates three positions in the equipment operator classification. The Council
approved upon second reading, Ordinance No-03-3383, an Ordinance of the City of
Plainview, Texas Providing For the Amendment of Ordinance No. 03-3382 Establish
Three Additional Positions in the Lieutenant Classification; Providing For An
Increase in the Number Of Personnel in the Firefighter Classification; Severability
Clause; Cumulativeness Clause; Conflicts Clause; Publication Clause; And Effective
Date. This ordinance creates three positions in the lieutenant classification. The
Council approved the appointment of Randy Reed to the Airport Board to complete
the unexpired term Vacated by Jim Turner, with said term to expire January 1, 2005.
The Council approved the renaming of 7u' Street Park to Lloyd Woods Park. The
Council approved the removal of deed restrictions on the transfer of property owned
by the Austin Heights Community Service Center.
Joe Fackel presented a brief report on the history of the Buxton Company. He
presented a list of 25 businesses that fit the profile for the City of Plainview, He stated
he would work with Jim Jeffers, Elizabeth Regner and Mayor Anderson to put a plan
together.

Councilmember Owen aSked what effect the sale of alcohol would have on some of the
businesses. Mr.. Fackel stated Applebee's was a casualty because of Plainview being a
dry county.

Councilmember Bertsch asked if discount malls/outlet malls were out of the equation?
Mr. Fackel stated that initially they thought the outlet concept would work, but such did
not fit the profile.
Councilmember Favila asked what kind of success rate is to be expected? Mr. Fackel
stated his company has been doing this type of work for one and one-half years. They
are currently working with the City of Denton and are waiting on one unfinished
development. They currently are working with 20 cities, but do not have anything yet.
Mayor Anderson asked what was the length of time? How long does it take to get a
decision? Mr. Fackel stated it could be three to five years down the road. He did not
have an answer. Mr. Fackel stated they will be a partner in this and will work to get it to
happen as quickly as possible.
Councilmember Tipton asked if a study had been done regarding a travel center? Mr.
Fackel stated that currently was not in the model, but they may build model for that and
will do that as a freebie.
Councilmember Owen moved the meeting be adjourned. The motion was duly
seconded by Councilmember Favila and carried by unanimous vote.
There being no further business, Mayor Anderson adjourned the meeting at 7:52 p.m.
